The period of validity of the Commercial Permit for carrying out catering activities has been extended from three to 10 years, in order to reduce bureaucracy and boost the sector’s economy, informed yesterday the Secretary of the President of the Republic for State Reform, Pedro Fiete Raimundo.
With this measure, according to Pedro Fiete Raimundo, it is also foreseen the establishment of an automatic renewal mechanism, after which the agent must communicate to the administration to carry out the inspection and carry out the renewal.
According to the person in charge, the aforementioned document must be issued by the Ministry of Culture and Tourism, in the case of restoration with the classification of Luxury Restaurant and 1st. Class, in terms of the classification defined in the Technical Instructions, needed.
However, for the rest of the 2nd and 3rd class, according to the current classification, the Operating Permit for the Restoration Establishment must be issued by the Municipal Administration Services, clarified Pedro Fiete Raimundo.
The exercise of similar activities in catering establishments or similar in trailers and taverns depends on the authorization of the Municipal Administration, whose regulation will be defined by Executive Decree of the Head of the Ministerial Department, responsible for the Tourism sector.
In this way, he stressed that provincial governments and municipal administrations must inform, for the purposes of registration in the central register, the Ministerial Department responsible for the Tourism sector about the licensed establishments and authorize them to carry out the activity of catering, similar and analogues.
It is stated in the diploma, approved on December 22, 2022, that inspections must be carried out within a maximum period of 60 days from the date of request referred to in this document, after which the applicant can start the activity of catering or similar.
The inspection must obligatorily be carried out jointly by the tourism, civil protection and fire and health services, coordinated by the licensing Entity.
Once the inspection is completed, the Commission must draw up the inspection report, describing, among others, the findings of the technical, sanitary, health and fire safety conditions of the establishment, and must deliver a copy to the applicant, who authorizes him to start the activity of restoration and similar.
Once the inspection is carried out and after payment of the fee, the licensing entity must, within a period of five (5) days, if there are no impeding situations attributable to the applicant, from the date of issuance of the inspection report, issue the Exploration Permit of Restoration and Similar Establishment, after which the applicant can start the activity of restoration or similar.
According to the Secretary of State for Tourism, Helder Marcelino, an economic agent carrying out an activity, in a certain establishment dedicated to the provision of catering services, will be able to concentrate, not on the bureaucracies that once existed, but on his business and sales, in order to boost the country’s sector and economy.
Hence, the activities exempt from the license, he said, can be carried out without authorization from the municipal administration, “it only suffices for the economic agent to communicate the beginning of the commercial activity”.
The seminar on simplification of the new licensing and inspection regime for catering activities was witnessed by the Minister of Culture and Tourism, Filipe Zau, who, at the time, said it was a very important milestone for the implementation of such a diploma in the sector, insofar as will change the paradigm, in terms of license licensing competences.
The measure, which appears in Presidential Decree 182/22/SIMPLIFICA 2.0, aims to reduce administrative procedures and combat bureaucracy in Angola, will also facilitate and contribute to the development of the sector’s activity, as well as the businesses of operators in this area and encourage entrepreneurship.
