Africa-Press – Angola. The Angolan government is implementing structural reforms to the civil service recruitment and selection model, aiming to increase transparency and efficiency in the Public Administration, the President of the Republic, João Lourenço, stated.

Speaking at the opening of the National Conference on Human Capital, João Lourenço emphasized that these changes have enabled the recruitment of motivated, competent candidates committed to providing quality services to citizens.

João Lourenço noted that the performance evaluation model has also been changed, now based on objectives and competencies, aligning the Public Administration with modern management practices and promoting merit as a key criterion.

In the context of these reforms, the National School of Administration and Public Policy (ENAPP) adjusted its formative supply to the Human Capital Development Plan, conceiving courses adapted to the needs of public administration, especially the training of direct service to the citizen.

It made known that between 2023 and 2024, these actions allowed the formation of 56,434 civil servants.

In the field of vocational training, the president said that measures were also adopted to support the insertion of young people in the labor market so, in 2024, a total of 63,841 young people was enrolled in itinerant training programs, under the Youth Program and Opportunities of Good Jobs (Job Angola), funded by the National Employment Fund (Funea).

During the discourse, he stated that the executive understands that the development of human capital requires a joint effort from educational and training institutions, economic agents and the financial sector, stressing that public and private vocational training centers must work in tune with business schools, banks and companies, in order to provide young people with technical and behavioral skills necessary to meet the demands of the labor market.

President João Lourenço highlighted the importance of human capital in public administration and reported that the government is reviewing legal diplomas linked to human resources management and implementing measures arising from Law No. 26/22 of 22 August, the civil service basis law, in the sense of modernizing and making the sector more efficient.

The National Conference on Human Capital, which runs until Saturday, joins Luanda Bay, Academics, Entrepreneurs, Civil Society and International Partners, with debates centered on the formation, qualification and insertion of staff in the labor market.

The meeting has scheduled for this Friday the panel dedicated to the theme “Formation of Human Capital and the challenges of the development of the country”.

Then, a round table will be held on the National Plan for the Development of Human Capital 2023-2037, where the strategic lines for the valorization and use of Angolan human potential will be analyzed.

In the segment of thematic panels, the debates will address pre-school education and primary education, especially curriculum policies, teacher education and the quality of education.

There will also be sessions on secondary education, including the technical-professional aspect, the insertion in the labor market and the international experience.

Another thematic axis will be vocational training, discussing its articulation with the needs of the market and the challenges of the National Qualifications System, complemented by examples of good practices from other African countries.
