Africa-Press – Angola. The governor of the province of Cunene, Gerdina Didalelwa, defended this Monday, the decentralization of the services of the Agency for the Promotion of Investment and Exports of Angola (APIEX), with a view to facilitating the processes linked to attracting private investment to local level.

Speaking at the training seminar on the Single Investment Window and its facilitations, he said that currently provincial governments have difficulties in guiding investors on the procedures to follow to formalize processes, often making them bureaucratic.

He recalled that APIEX is a private investment agency, without representation in the provinces, saying that it is essential to create institutional support mechanisms and the search for solutions to overcome technical barriers, in order to facilitate greater interaction between the investor and the body.

The minister said that Cunene is a cross-border province that lacks many services such as roads, water, electricity, among others, to attract private investment to solve the main problems.

In turn, the President of the Board of Directors of APIEX, Lello Francisco, highlighted that the attraction and capture of private investment and the promotion of exports are generic, which is why they are interacting with the provinces in order to obtain knowledge about the needs and business opportunities.

According to the PCA, these investments will only be possible if they are with the provincial governments, dialoguing and creating their own strategy for attracting investors for each of them.

Meanwhile, he said that the seminar served to provide support and talk about the implementation of investment projects to inform the importance of reducing bureaucracy in public services and to facilitate businesspeople and entrepreneurs in requesting the provision of services under the coordination of AIPEX.

He explained that the Single Investment Window (JUI) is a digital platform that serves to automate the process of processing private investment proposals and the interaction between investors and public administration bodies.

The person in charge said that with the creation of the Single Investment Window (JUI), through Presidential Decree 167/20 of 15 June, AIPEX became the only point of contact with investors, intermediating requests for licenses and authorization from bodies of public administration.

Lello Francisco said that the platform allows investors, among other benefits, to submit their proposal anywhere in the world, monitor the progress of their application, be notified and correct their request and access the services provided by AIPEX.

The Private Investment and Export Promotion Agency’s role is to promote and attract private investment; promote exports and internationalization of national companies.

APIEX emerged from the extinction of the former National Private Investment Agency (ANIP), following the approval of the current Private Investment Law, approved in July 2015.
