Govt Affirms Initial Investment for Luanda Light Rail

Africa-Press – Angola. The minister of Transport, Ricardo D’Abreu, announced on Tuesday (22) that the initial investment for the construction of the Luanda Light Rail (MSL), scheduled for 2026, will be granted by the Angolan government, contrary to the projected private sector investment.

In an interview at the Angola Public television (TPA), the minister explained that this measure arises due to the complexity of the project, which has hindered the entry of private investors in the first phase.

He clarified that, after the initial government investment, subsequent phases will rely on the private sector.

According to Ricardo D’Abreu, final technical studies are currently underway, specifically for the current and route lines, which should be completed by December of the current year, with construction kicking off in 2026.

He also noted that the financing cost of the project remains at USD 3 billion.

The first phase covers 60 kilometers, connecting the expressway to the Zona Verde in Benfica negbourhood, Sequele area, and the Special Economic Zone (SEZ) branch to Dr. António Agostinho Neto International Airport.

The project is part of the Luanda Urban Mobility Improvement Program, which aims to mitigate the mobility challenges faced by the Angolan capital and promote inclusive and sustainable socioeconomic growth.
