Africa-Press – Angola. The new president of the National Assembly, Carolina Cerqueira, urged, this Monday, in Luanda, the deputies to participate, in an engaged way, in the initiation seminar for parliamentarians of the V Legislature of the House of Laws.
Carolina Cerqueira, who was speaking at the opening of the Initiation Seminar for Deputies of the V Legislature of the National Assembly, said that the training action will contribute to increasing the competences of new deputies to the National Assembly.
The president of the National Assembly recalled that the House of Laws has its own rules and principles, which should be within the domain of each deputy, for a better exercise of functions. She stressed, on the other hand, that, regardless of the competences of each deputy, parliamentary life has its own dynamics that, unfortunately, have not yet had a sufficient approach in national academies and the literary world.
He explained that data collected by the General Secretariat of the National Assembly indicate that the deputies of the present legislature, similarly to what happened in previous legislatures, came from various social strata, which is why a training action was considered necessary to standardize and share a set of relevant information, which will allow parliamentarians to feel conveniently welcomed and exercise their powers of representation, in an adequate manner, even before the first legislative session of the National Assembly.
He considered the process of adaptation of the deputies to be very exciting, as it takes place in an environment of interaction between new deputies and reelected ones, parliamentary officials and agents of the Parliamentary Protection Unit, which will leave indelible marks on the first moments of the legislature and the beginning of the function of congressperson.
The President of the National Assembly said that the relevance of this seminar lies in the fact that it allows creating synergies and strengthening the family and community of parliamentarians to which they all belong, without any political distinction.
According to Carolina Cerqueira, this training action is the first of many parliamentary training cycles that will take place throughout this legislature, promising commitment to the qualification of all the staff of the National Assembly.
He recalled that the parliamentary function is quite complex and transversal, so the continuous holding of seminars and other training actions on parliamentary performance and the various social phenomena are of great importance for the deputies to exercise in a harmonious way the constitutional functions of representation, legislative production, supervision and political control of government actions.
The Initiation Seminar for the Deputies of the Fifth Legislature, which started yesterday, ends tomorrow, to cover the six panels that will discuss the evolution of the Angolan Parliament, the organic structure and functioning of the National Assembly, access and use of the Palace of the National Assembly, the Diário da Casa das Leis and other legislative texts approved by the plenary, as well as Parliament and communication, the remuneration regime for deputies and subsidies to parties and parliamentary groups.
