Africa-Press – Angola. Luanda’s Provincial Finance Delegate, Julieta Major, appealed Thursday, to public managers to meet the stipulated deadlines for delivering accountability remittance reports within the set deadlines, avoiding the non-availability of financial resources in the following period.

Speaking to the press, on the sidelines of the provincial seminar on accountability of budgetary units, he said that it is necessary for managers from now on to be more precise in presenting data and mobilize teams to observe legislation, ensuring implementation without embarrassment.

“This is set out in the law, according to which those who fail to comply with accountability may see their financial resources not made available in the following period, but we do not want to reach that stage. Therefore, once again, we are here to call for deadlines to be met”, he reinforced.

He added that according to data from the third and fourth quarter of 2023, the level of execution of compliance with the submission of accountability reports was below expectations, with a percentage of around 60 percent.

He explained that the biggest mistakes managers make when presenting data is that they are not very precise and most of them send very vague information (to those who send it), and others do not meet deadlines and this is the problem that we want to reverse.

“Hence the reason for the Government of the Province of Luanda to hold this meeting in order for us to understand, from the managers themselves, what constraints they experienced throughout the year 2023, what was at the basis of this non-compliance, in order to record good results and in By 2024 this situation will improve substantially”, he stressed.

For his part, the vice-governor for the economic area, Jorge Miguêns, highlighted that the event, which took place under the motto “Improving the Quality of Accountability is a Challenge for All of Us”, serves to improve understanding and deepen knowledge regarding the means and mechanisms to support the accountability process to ensure that budgetary principles are respected and fulfilled.

“Society in general is increasingly demanding and requires us, the public administration, to keep in mind a systematic obligation to be accountable”, he reinforced.

However, he said, it is necessary to understand that this external control is not enough to give credibility and hold the State and managers accountable, but also to elect accountability as the main element of the mission of managing and serving the public administration.
