Africa-Press – Angola. The Municipal Administrations of the province of Moxico risk penalties due to the repeated delay in reporting to the Ministry of Finance (MININF), warned, this Monday, in Luena, the local delegate of this institution, António da Conceição Manuel.
Speaking to the Press, as part of a training seminar on the rules for implementing the General State Budget (OGE/2024), aimed at public managers, the person in charge said that municipal administrations and other State institutions have been accountable, but late.
Such a stance, he stated, could penalize these institutions, with the impossibility of receiving financial quotas, as well as captivating the budget of the municipality or state company, in accordance with the country’s regulations.
To reverse this trend, he said that MININF will continue to train public managers, technicians from municipal administrations and other public institutions, with a view to fully complying with accountability.
“The idea is to continue improving and mitigating the impact of these and other difficulties through training actions, due to the change of personnel in municipal administrations and other state bodies”, he reiterated.
For the municipal administrator of Alto Zambezi, Quintas Keshipoko, the seminar brought important elements for the execution of the current year’s budget, especially on actions linked to Public Investment Projects (PIP) and care of public assets.
An opinion shared by the municipal administrator of the Luchazes, Quintas Miúdo Sempieca, who highlighted the importance of training, providing self-assessment in the management of public money, assigned to municipal administrations and other State institutions.
In turn, the provincial governor of Moxico, Ernesto Muangala, hopes that the training will contribute to the standardization and improvement of expenditure and management of public funds.
The training action covered the rules for implementing the OGE in budgetary and asset execution, public procurement and the PIP.
In the current economic year, the province of Moxico benefited from 89 billion kwanzas from the General State Budget (OGE).
The OGE for the 2024 financial year includes estimated revenues of 24.7 billion Kwanzas and expenses set at the same amount.
