Minister of State Demands Strict Execution of the Budget

Africa-Press – Angola. The Minister of State and Head of the Military Office of the President of the Republic, Francisco Furtado, said Friday that the current geopolitical context requires increased attention to the full execution of budgets allocated to defense and national security bodies.

The government official was speaking at the meeting of the Specialized Parliamentary Work Committees, which brought together those responsible from the Defense, Security, Internal Order, Foreign Relations and Territorial Administration sectors, as part of the analysis of the OGE2026 proposal.

Francisco Furtado drew attention to the need to reinforce the preparation of defense and security bodies, taking into account the instabilities that have marked the international scenario since the end of the 20th century and that continue into the first decades of the 21st century.

As he explained, the global geostrategic framework continues to be marked by persistent regional conflicts, especially in Africa and the Middle East, aggravated by the fragility of several States.

These factors, he warned, continue to generate violent conflicts, threaten the security of populations and put national interests at risk anywhere in the world.

The Minister also pointed out that the war in Ukraine, about to enter its fourth year, and the conflicts in eastern DRC, Sudan and South Sudan, the Sahel and the Gaza Strip created “geopolitical and strategic shocks”, which profoundly altered the international security landscape.

He also referred to the unconstitutional changes registered in several African countries, including recent episodes in Madagascar and Guinea-Bissau, as additional factors of instability.

Faced with this scenario, Francisco Furtado defended the strengthening of the national capacity to identify and neutralize threats, through the permanent preparation and flexibility of the Armed Forces and information, security and intelligence bodies.

Therefore, he insisted on the full execution of the budgets approved for the sector, reiterating that “no increase is asked, just that what is planned is fulfilled”.

The official added that the Armed Forces and other bodies of the National Security System must improve their ability to detect and neutralize threats, adjust public security devices and take advantage of the experience accumulated in defending sovereignty and territorial integrity.

He recalled that modern wars are not only won with technology, but also with strategic intelligence, rigorous planning and coordination between all defense and security bodies.

In this sense, he defended permanent investments in the Armed Forces and in information, security, intelligence and criminal investigation services.
