Africa-Press – Angola. The Minister of the Interior, Eugénio Laborinho, defended, Thursday, in Luanda, the need for greater reflection and the taking of more appropriate measures against citizens who vandalize public property.

When intervening in the celebration of the first year of duties of the judge of guarantees, the government official argued that it was necessary to fine-tune the mechanisms in relation to detainees who end up being released, due to some procedural insufficiencies.

According to the minister, the release of detainees due to procedural insufficiencies or other reasons gives the population the perception that justice is being denied.

During the first year of operation of the guarantee judge, Eugénio Laborinho acknowledged that the work carried out by these professionals was not easy, due to the various difficulties that still persist, both in terms of infrastructure and other means.

In this sense, he indicated that the Angolan Executive, in partnership with the judiciary, is committed to ensuring better working conditions and mitigating difficulties.

He said that, over the 12 months since this figure was implemented, situations arose that served as a learning experience, leading to the adoption of concrete actions in tribute to the principle of human dignity, as the basic aim of a democratic State governed by the rule of law.

He made it known that the Ministry of the Interior is committed to the continuous consolidation of the Rule of Law and that it has done everything to ensure that there is an increasingly solid and speedy justice system, in line with the needs of citizens.

He mentioned that the Ministry assumes itself as a true partner of the other Justice Administration Bodies, in the difficult mission of applying procedural measures of a precautionary nature to citizens in conflict with the law.

On the other hand, it hopes that operators involved in the administration of justice can reflect and find the best solutions that aim to improve coordination between all the bodies involved.

A judge of guarantees (or of instruction as stated in the Constitution of the Republic) is one who, when the prosecutor, representing the Public Ministry, is carrying out the preparatory instruction, that is, when he is instructing proceedings, appears to supervise and safeguard the rights fundamental aspects of those involved.

The country has 359 guarantee judges.
