During 2023, the Integrated Local Development and Poverty Combat Program (PIDLCP) included 1,320,237 people in the social protection system, who benefited from productive inclusion, social promotion, school meals and female training actions. The information is contained in the report on the actions carried out by the Ministry of Social Action, Family and Promotion of Women (MASFAMU).
Social integration, implemented through the Computer Action Management System of the Combating Poverty Program (SIGAPCP), has under control 458,501 citizens in vulnerable situations (extreme poverty), 55,840 families who were supported with food and other goods, and 3,171 .036 who benefited from actions such as productive inclusion, using social equipment.
The actions resulted from the framework of the effectiveness of the operationalization of the axes, in light of the implementation of projects based on agriculture, livestock, hydraulics and engineering. Among the projects, the document adds social promotion, female training and empowerment, rural infrastructure, social equipment, water and sanitation, primary health care, citizenship, culture and administrative burdens with the program to combat poverty in municipalities.
The report also highlights that, of the total of 1,071,395 families registered in the “Kwenda” Social Transfer Program, 931,857 benefited from direct monetary transfers during the year. 25,324 households were supported by the same program, of which 16,924 were direct beneficiaries , highlighting 8,400 women.
It should be remembered that the IT Program was designed to simplify and improve the accountability mechanisms of municipal administrations, so that they can promptly report the actions carried out and their results.
During the period in question, 812 ex-military personnel were reintegrated, of which 202 through projects designed and executed by the National Institute for Socio-Professional Reintegration of Former Military Personnel (IRSEM), 610 through the Integrated Program for Local Development and Combating Poverty, lacking the reintegration of 571 ex-soldiers in 8 provinces.
Still in relation to families in vulnerable situations, 6,607 families were supported, with food and non-food items, 613 people with chronic illnesses, 2,092 elderly people, as well as 4,710 people who were victims of accidents and calamities.
In the Prevention and Protection Plan for Victims of Domestic Violence, the Ministry of Social Action, Family and Promotion of Women, via the SOS-Violence telephone line 15020, registered 1,288 complaints, of which 1,140 were against women.
Within the framework of the “Women’s Empowerment” project, financed by the United Nations Population Fund (UNFPA), the Ministry was recognized with a certificate of merit, as the best implementation partner, in 2023, following the project that trained 550 women and girls in this matter.
In the field of gender and women’s empowerment, 20,680 women and girls were also trained and sensitized in matters of Hygiene and Sexual and Reproductive Health, 4,237 traditional midwives in rural areas and 1,701 young women in small businesses were trained.
Still on this topic, the VI National Conference on Women and Gender-Based Violence was held, which was attended by 210 participants, marked by intense debates, as well as on the constraints encountered daily by judicial magistrates and the Ministry Public in the application of some standards set out in the Law against Domestic Violence, facts that attest and legitimize the urgent need to review the Family Code and the aforementioned Law.
With the aim of providing legal and psychological support to children victims of violence and their families, support rooms were created in the country’s 18 provinces, which, from October 2022 to July 2023, served 1,324 people, with emphasis on 580 children and 744 adults.
