Africa-Press – Angola. The Conference of African Constitutional Jurisdictions (CJCA) will assess the possibility of expanding the range of responsibilities, which would include participation in union election observation missions on the continent.

The proposal, presented by the Constitutional Court of Algeria and accepted by the Conference of Jurisdictions, aims to provide adequate solutions to the constitutional and legislative problems of the continent and rooted in the political, sociological and cultural reality.

Speaking at the opening of the 14th Meeting of the Executive Bureau of the Conference of Constitutional Jurisdictions of Africa, at the António Agostinho Neto Memorial, the President of the Constitutional Court, Laurinda Cardoso, said that the implementation of the proposals will contribute to the achievement of the objectives that guided the creation of the organ.

At the Conference, chaired by Angola, the Executive Bureau has scheduled the institution’s VI Congress to be held in the city of Rabat (Morocco) in November. Members of the courts of Algeria, Cameroon, Egypt, Ethiopia, Mali, Morocco, Mozambique, South Africa and Zimbabwe also spoke.

Laurinda Cardoso considered it imperative to strengthen relations between the Conference of African Constitutional Jurisdictions (CJCA) and the African Union. The moment, she added, is opportune to reflect on possible solutions in the evolution of the paradigm of this relationship.

“It is also the responsibility of the organization to defend the nobility of judicial institutions and guarantee the rights and freedoms of peoples. Despite the cultural diversity of our countries, we have this great challenge of standardizing the most common aspects that characterize the legal systems CJCA , continued, today, capitalizes on an undeniable experience of exchange and cooperation between members, in the similar regional and linguistic spaces, as well as the World Conference.

Process of elaboration of the Constitution

The Permanent Secretariat of the Executive Bureau of the Conference of the African Constitutional Jurisdictions (CJCA) expressed interest in participating in the process of drafting the Constitution of African States.

The intention was advanced by the permanent secretary of the Executive Bureau of the Conference, Moussa Laraba, of the Algerian Constitutional Court, at the end of the 14th Meeting of the Executive Bureau of the Organization, held at the António Agostinho Neto Memorial.

To the press, Moussa Laraba said that the measure is intended to contribute to the processes of peace and stability on the continent: “Our goal is to achieve the objective defined with the creation of the association and to bring together all African jurisdictions so that we can work on the elaboration instruments linked to law, and respect for human rights and human dignity”.

According to the judge, until today the organization has not yet been associated, although it has experts in electoral matters, Constitutional Law, drafting of constitutions, no African country has requested the institution in the drafting of instruments.

“We have experts in terms of Electoral Law and we can help African countries in the elaboration of electoral laws”, he underlined, recalling that the Conference was created by the Heads of State of African jurisdictions and the African Union and Angola had an important role since the birth of the association until today.

At present, there are 46 African constitutional courts and association members.
