The implementation of the Integrated Intervention Plan in Municipalities (PIIM), in force since 27 June 2019, in Angola, has allowed the creation of more than 44,000 jobs, both permanent and temporary, confirmed this Monday, in Luanda, the Secretary of State for Local Authorities, Márcio Daniel.

Speaking to the press, after the end of the third ordinary meeting of the Interministerial Commission for the Implementation of the PIIM, the director referred that most of these jobs were created during the execution phase of the projects included in the portfolio of this plan.

Specifically, he underlined that the respective jobs are, essentially, dealt with in the civil construction sector, according to a survey carried out through the reports that contract inspectors send to the budget units.

On the occasion, the Secretary of State made it known that, so far, 2,682 projects are registered in the PIIM portfolio, of which 1,269 have already been completed and 536 projects with a physical execution above 70%, with an investment of 598,338 thousand million kwanzas.

He pointed out the provinces of Lunda Sul, with six projects to be completed, Bié, Namibe and Huíla as the most advanced in terms of completing their projects, at least until July 2023.

Due to the rhythm registered in the execution of these projects, Márcio Daniel advanced that the Angolan Government foresees the conclusion of the entire PIIM portfolio still this year.

“We foresee that, during the dry season, the implementation of projects will be faster, foreseeing the completion of more than 90% of the projects in the PIIM portfolio, by October of this year”, he envisioned.

He explained that, from a budgetary point of view, this year is particularly “atypical”, taking into account that the General State Budget (OGE) was only approved last March, due to the General Elections that took place in August 2022, in Angola.

He clarified that, prior to the approval of the OGE, budget execution was carried out through the rule of “twelfths of 2022”, a principle provided for in the law, which consists of applying the same amount of the previous year to expenses for the current year in a given month.

According to the Secretary of State for Local Authorities, this situation slowed down the normal pace of payments for PIIM projects.

As an example, he advanced, the financial execution of the PIIM, last March, was only two billion kwanzas, against the usual Kz 25 billion/month, a situation that will change with the entry into force of the OGE/ 2023.

Launched on June 27, 2019, in the municipality of Cazombo, Moxico province, the PIIM initially contemplated a total of 1,679 projects, with emphasis on the Education and Health sectors.

The project portfolio was extended to the current 2,682 projects, as a result of the increase in the financial rebalancing process that took place in the execution phase, according to the Secretary of State for Local Authorities, Márcio Daniel.

Running in 164 municipalities in the country, the PIIM also covers the sectors of construction and public works, administrative infrastructure, roads, energy and water, security, public order, urbanism and basic sanitation.
