Africa-Press – Angola. The Integrated Plan for Intervention in Municipalities (PIIM) currently has a financial execution of around US$750 million, US$2 billion made available by the Angolan Sovereign Fund.
This information was released, Wednesday (16), in Luanda, by the head of the Finance department of the Ministry of Finance, Hamilton Luís, Hamilton Luís, who spoke at the 1st Conference on Local Power and Budget Execution, held by the Revista Economia & Market.
According to the official, of the 2,639 projects included in the PIIM, works that are being carried out in the country’s 164 municipalities, more than 350 have already been completed and around 1,883 are projects eligible for execution.
That staff of the Ministry of Finance also clarified that the financial part for the execution of the projects, as well as the expenses, are being fulfilled and the payments actually made.
During the implementation of these projects, he said, several constraints were identified in the processes of formation and legalization of contracts in the municipalities, which forced the intervention of the National Public Contracting Service, to overcome the shortcomings.
“It is true that there are works that were paralyzed, which led to the triggering of contract termination processes, because some contractors expressed financial incapacity to guarantee the completion of the projects, as established”, he stressed.
In turn, the National Director of Local Government, of the Ministry of Territory Administration, Vadim Délcio João, guaranteed that the PIIM, of the total of programmed projects, about 98.6 percent have guaranteed financial commitment.
According to him, the project execution process is continuous and its results are visible, so there is now recognition of the investment being made by the Angolan State.
“PIIM is a program that has legs to walk, because the municipalities have responded to the expectations of the challenges that the central administration poses to these local entities of the State”, he recognizes.
The Executive, considered, is engaged in the strong connection with the traditional authorities , in local authorities and in other forms of citizen participation in the development of municipalities.
Municipality of Luanda is more profitable with 42 billion kwanzas
The collection of revenue, extracted from municipal income services, according to the Provincial Finance delegate, Erick Costa, recorded a level of disbursement in the order of 42 billion kwanzas, only with the collection of the Urban Property Tax (IP).
Of this amount, more than one billion kwanzas come from the municipality of Luanda, an amount that, with the implementation of those of the municipalities, the range of local taxes, may revert to the benefit of the municipalities.
On the one hand, he advanced that in terms of general revenue, the province of Lu-anda collected more than 29 billion kwanzas in 2021.
The municipality of Talatona, for example, collected 5 billion kwanzas, Viana and Belas both 2 billion, Cacuaco 741 million, Kilamba Kiaxi 727 million, Cazenga 490 million, Icolo Bengo 103 million and Quiçama collected revenues of around eight million.
As for the collection of own revenue, still in 2021, in the specific case of the province of Luanda, it recorded rents in the order of six billion kwanzas. Of this amount, the municipal administration of Luanda was the one that obtained the highest level of collection, in the order of 18.7 percent. “With these results, if this year the result of revenues is the same, each municipality today would have this amount in their accounts to execute them”, he exemplified.
