The Integrated Plan for Intervention in Municipalities (PIIM) has already generated 3,011 temporary jobs and, with the completion of all infrastructures, expects to reach 46, 156 permanent jobs, he said, MONDAY (17), in Luanda, the coordinator of the project’s technical group.
Marcy Lopes, who spoke to the press at the end of the V Ordinary Meeting of the Interministerial Commission for the Implementation of the Integrated Plan for Intervention in Municipalities (CIPIIM), said that within the scope of the PIIM a total of 2685 projects have been included in the national portfolio, of which 2,391 are considered eligible, “because they have all precedent conditions completed” and among these 1,894 are from the Public Investment Plan (PIP) category and 447 from Expenses and Development Support (DAD).
He assured that there was a monthly variation of 134 more eligible projects compared to August, which also has 134 more projects that moved from registered projects to the category of eligible projects.
Marcy Lopes made it known that eligible projects are those that, in addition to being registered in the PIIM’s global portfolio, have all the necessary conditions precedent for their execution, that is, registration of the rules relating to the preparation of public investment projects, study of feasibility, executive project and contractual conditions, so that it has financial execution.
He explained that of the 2,391 projects there are 2,220 with quotas allocated and paid with conditions precedent, but, in addition, they have been issuing invoices in accordance with the procedures for the quality of expenditure required within the PIIM.
“For us to consider that a project has allocated and paid quotas, it means that an invoice has been issued by a budget unit which, in the vast majority of cases, is issued by municipal administrations, but that the invoice is duly verified by the units of control of the PIIM”, he clarified.
The 2,220 projects with allocated and paid quotas contributed to the total of 542 billion kwanzas executed in the entire PIIM portfolio, according to Marcy Lopes.
“This number verifies a monthly variation, compared to August. We see an increase of approximately 22 billion kwanzas that the PIIM spent over the last two months, from August to September, which has been more or less the average of resources that PIIM spends to the State coffers, with all projects being disbursed at cruising speed”, he reinforced.
Completed Projects
He revealed that, so far, 865 projects have been concluded in the PIIM, which guarantee that the speed at which they are being carried out is satisfactory, observing all the rigor carried out by the budget units and the verification that is carried out by Organs central bodies, namely, Ministry of Finance and provincial finance organizations.
He mentioned that it can be ensured that the physical and financial execution of the projects does not exceed five percent.
“Both the physical and financial execution go hand in hand, which means that, from the point of view of the quality of expenditure, the PIIM projects have a guarantee of good execution”, said Marcy Lopes, adding that at the meeting the insertion of the Order of Architects of Angola and civil society organizations was guided in the field visits of verification, carried out by the Technical Group to the 18 provinces of the country.
He stressed that the social impact projects are in the Education, Health, Communications and Basic Sanitation sectors, as they have more projects and have a greater number of completed infrastructures.
He stressed that the Education sector is the most benefited with 730 projects, Health is focused on the theme of primary care, with health posts, municipal hospitals, medical and maternal and child centers.
“This ends up responding to the criticism made to the Executive that it is only focused on the construction of large hospitals and mother-child centers. The concrete answer is that, within the scope of the PIIM, we have 346 projects related to Health. 53 municipal hospitals, 52 maternal and child centers and several health centers and posts built throughout the country”, he underlined.
He added that there are municipalities where a health post is being built in all communes. As an example, he spoke of the Muconda commune, in the province of Lunda-Sul.
Government Program for 2020/2027
The Integrated Plan for Intervention in Municipalities (PIIM) aims to materialize Public Investments (PIP), Development Support Expenses (DAD) and Basic Activities, with priority given to actions of a social nature, in order to inhibit rural exodus and promote more inclusive economic, social and regional growth in the country.
This plan aims to increase the autonomy of Angola’s 164 municipalities within the scope of the policy of deconcentration and decentralization of administrative competences and, in this way, increase the quality of life throughout the national territory.
According to the Government Program 2022/2027, the Integrated Plan for Intervention in Municipalities (PIIM) has been conducted with great success and with it many infrastructures are being built from scratch and others under rehabilitation, such as roads, schools , hospitals and water and electricity distribution networks, which will guarantee the availability of basic services to citizens and greater community development.
As part of the PIIM, around 2,000 projects are being carried out, providing “more life to all municipalities in the country”.
With regard to Housing, by 2021, 5,015 social housing units had been built and 1,708 lots were assigned for self-construction, as well as the infrastructure of 108 hectares in land reserves and the availability of 887 new lots of land. infrastructure.
The construction of the 12 centers provided for in the 2018-2022 National Development Plan was completed and, in this context, 14,799 properties were sold, in the form of resolvable income, and 17,366 properties were leased.
