Africa-Press – Angola. “Local Development Policies” is the title of a book that analyzes the social impact of the Integrated Program for Local Development and Combating Poverty in Lubango, in the years 2012-2014, by Francisco Leonardo, launched on Sunday, as part of the 4th Fair of Municipalities and Cities of Angola.

The work with 112 pages, with the graphic execution of “ésobrenós Editora”, has in this first edition with 500 copies. It is a work, the author’s first, composed of experiences lived by the author and the work resulting from his master’s degree in local governance.

The book analyzes the implementation strategies of the Integrated Program for Local Development and Combating Poverty (PDLCP) and the results obtained during the two years under review, especially in the social area with emphasis on the education, health, water for all and energy sectors.

The scientific research work is divided into chapters, namely the theoretical approach to concepts, the local development strategy, the treatment of study usefulness, scientific execution terms and the presentation of the work summary.

The target audience of the book are public and private managers, students, teachers, university students and researchers, according to the author, Francisco Barros Leonardo.

The author said that with the economic crisis, the Integrated Program for Local Development and Combating Poverty has contributed significantly to improving the satisfaction of citizens’ basic needs.

“What we did was measure whether it is worth implementing the program at the country level, particularly in Lubango. With that, we saw the great satisfaction of the population because it began to benefit from social infrastructures such as schools, hospitals, water points, school lunches, improvements in access roads, among others”, he explained.

Despite this, Francisco Leonardo said that the program, in addition to having a positive impact noted by the investigation, has weaknesses that need to be improved, taking into account the local reality of each municipality.

He defended the increase in revenue, also taking into account the population size, infrastructure so that it could really be more comprehensive, however, we encourage the Government to proceed with the continuity of social projects.

He made it known that the work had only just been launched due to material and financial constraints, but he intends to increase it to a thousand more copies and distribute them in libraries, Mediateca do Lubango and in municipal administrations.

Francisco Leonardo, born in the province of Huíla, completed a master’s degree in education and public policy and local governance. He has postgraduate degrees in public finance and local authorities and in pedagogical supervision and educational relations.

He is a professor and lecturer. He has already played the role of director of a school in Lubango, provincial director of Youth and Sports in Huíla, municipal administrator of Lubango and is currently administrator of the municipality of Gambos.
