Africa-Press – Angola. The sale or privatization of 78 Angolan State assets/companies allowed the signing of contracts valued at one billion and two billion kwanzas, within the framework of the Privatization Program (PROPRIV), ongoing in the country, from 2019 to the present date.

Of the global amount, around Kz 599 billion were handed over to the State, with 422 billion kwanzas still to be received, according to the deputy coordinator of the National Interministerial Commission for PROPRIV, Ottoniel dos Santos.

Speaking to the press, at the end of the 4th Meeting of the National Interministerial Commission for PROPRIV, held this Tuesday, in Luanda, the Secretary of State for the Treasury highlighted that this year six companies were privatized out of the total of 78 assets sold until at the moment.

He highlighted that the privatization of these companies also allowed the creation of more than two thousand jobs, while a thousand jobs remained in the companies sold.

Furthermore, he assured that the number of privatized assets will increase until the end of 2023, depending on the companies that were auctioned today, namely the “Poupalá” units, Silos de Catete and other factories installed in the Special Economic Zone (ZEE), as well as the other assets to be sold.

Additionally, the leader said that on the 8th of this month the Commission plans to launch the tender for the privatization of State assets installed in the province of Cabinda.

On the occasion, Ottoniel dos Santos also revealed that the process of 39 new assets in the hotel sector that will be proposed for privatization is being analyzed, with emphasis on hotel units from the “AAA” chain, installed in several provinces of the country.

Regarding the privatization of companies in the Telecommunications, Information Technologies and Social Communication sector, he said that the TV Cabo process is already in the concrete implementation phase, while the other assets (Angola Telecom, Multitel – Telecom Services, TV Cabo, Grupo Media Nova, TV Zimbo and Damer Gráficas) are in the improvement and preparation phase to be privatized

The 4th Meeting of the National Interministerial Commission for PROPRIV, which marked the last meeting of this commission, in 2023, was chaired by the Minister of State for Economic Coordination, José de Lima Massano.

The main objective of this meeting was to evaluate the set of assets to be privatized in various segments of the national economy, according to the programming defined in Presidential Decree no 78/23 of March 28, which extends the execution of this program for the period 2023-2026.

Meanwhile, at the 3rd Ordinary Meeting of this Commission, held last August, in Luanda, the privatization process of Telecommunications, Information Technology and Social Communication companies was analyzed, with emphasis on Angola Telecom, Multitel – Serviços de Telecommunications, TV Cabo , Grupo Media Nova, TV Zimbo and Damer Gráficas.

Of the 78 assets privatized to date, the highlight is the Banco de Comércio e Indústria (BCI), Banco Angolano de Investimento (BAI), Textang II, among other manufacturing units installed in the ZEE.

PROPRIV extension

Approved in 2019, through Presidential Decree no 250/19 of 5 August, PROPRIV aims to reduce State intervention in the economy and promote business development, stimulating competition, competitiveness and efficiency of the national economy.

Initially scheduled to be implemented in the period 2019-2022, with a total of 195 public assets to be privatized, PROPRIV was extended to the period 2023-2026, through Presidential Decree no 78/23 of 28 March.

The extension of the deadline is justified by the need to complete the restructuring processes, which include national reference companies, the emergence of new assets to be privatized through the asset recovery process and the need to create an active mechanism for privatization.

As a result, it is expected that a total of 73 assets will be privatized over the defined period.

Among the companies listed for PROPRIV, major references stand out, such as the oil company Sonangol, Transportadora Aérea Angolana (TAAG) and Endiama.

The process of selling the respective assets is carried out through the public tender system, stock exchange auction and initial public offering.
