Africa-Press – Angola. Prosecutor and Judicial Coordinator for the country’s Eastern Region, Deodato Inácio, advocated on Thursday (23) in Saurimo City, Lunda-Sul Province, for the construction of more prisons to relieve current overcrowding.
The official made these remarks at the opening of the eastern region training session for justice organs on “Terms of Pre-trial Detention, Sentence Execution, Security Measures, and Prison Rights,” an activity co-organized by the Attorney General’s Office (PGR) and the Lunda-Sul Penitentiary Services.
Deodato Inácio stressed the construction of new units due to overcrowding in the prisons of Cacanda, province of Lunda-Norte, Luzia (Lunda-Sul), and Boma (Moxico).
To this end, he called for greater coordination between the provincial governments and justice organs so that the construction of more facilities can be completed, with the aim of providing dignity to prisoners.
He also urged judges to expedite their cases to avoid overcrowding prisons, which leads to logistical issues and inappropriate behavior.
The prosecutor, who is the chief representative for the eastern region of the Attorney-General Department, also said that another concern is related to minors in conflict with the law, not to be confused with those who lack social protection, such as orphans and street children, as these already benefit from support from the Ministry of Social Welfare and children’s homes.
Therefore, he suggested the construction of shelters in the eastern region for those minors, so that they can be reeducated in specific facilities by trained professionals, with a greater focus on those who steal, rob, kill, and damage public property.
In turn, the Deputy-Governor of Lunda Sul for Technical Affairs and Infrastructure, Cláudio Pemessa, stated that a shelter for those children has already been built, with only its equipment remaining and awaiting funding.
For two days, 150 experts, including court officials, judicial magistrates, and law students, will address topics such as the control of pretrial detention terms in light of criminal and penitentiary procedural law, the current landscape, and the imperative of monitoring pretrial detention terms during the preparatory and judicial investigation phases.
Topics include practices in guarantee support units, the Integrated Single Case Number Management System (ICMS), practices in the general distribution of courts and in the registry and secretariat sections of the Attorney General’s Office (PGR), enforcement of sentences, the impact on the granting of prison benefits, the consequences of violating pretrial detention terms, among others.
