Africa-Press – Angola. The Deputy Attorney General of the Republic and coordinator of the North Region, João Luís de Freitas Coelho, said in Cabinda that there has been a decrease in cases of corruption and embezzlement in the country.

According to information released on Monday by Rádio Nacional de Angola, João Luís de Freitas Coelho explained, during his visit to that province, that there is now greater awareness in the management of assets and application of public resources, highlighting the position of managers, as well as as of Justice.

“There are fewer cases today because people have become aware that messing with the public purse is not satisfactory and that Justice will fall on top of them. , he said.

The coordinator of the Northern Region of the PGR worked for three days in Cabinda, where he held clarification meetings with justice operators on the role of the guarantee judge, a new figure included in the 2020 Code of Criminal Procedure.

On the occasion, magistrate Mateus Gonga, a member of the PGR entourage, said that the guarantee judge is a judicial figure distinct from the prosecutor, who will work in close relationship with the Public Ministry to monitor the rights and guarantees of citizens in conflict with the law and streamline preparatory instruction and reduce the excesses of preventive detention.

For João Luís de Freitas Coelho, the different bodies of the Ministry of the Interior (MI-NINT) and the Public Ministry should discuss the role of the guarantee judge several times, in order to be more informed and overcome any doubts that may exist.

“The guarantor judge is a function exercised in the police investigation or investigative phase of criminal proceedings, by a judge of law, in charge of acting as a guarantor of the effectiveness of the system of fundamental rights and guarantees of the accused in criminal proceedings and, especially, of disposing of about the provisional arrest of an investigated person and his requests for provisional release”, he explained.

The Deputy Attorney General of the Republic also stressed that he is also responsible for analyzing requests for precautionary measures made during the investigation, in addition to providing for requests for extension of compulsory psychiatric hospitalization as adopted in countries such as France, Italy, Panama and Brazil.

In Cabinda, João Luís de Freitas Coelho held meetings with the MININT delegate and Police Commander, Commissioner Francisco Notícia Baptista, with whom he analyzed questions about judgments and punishments in cases of fuel smuggling.

The coordinator of the North Region of the Attorney General’s Office also traveled to the municipality of Buco-Zau, where he learned about the functional state of the magistrates and the sector’s structures, as well as X-rayed, in the city of Cabinda, the new building of the SIC and took the opportunity to inspect processes listed and covered by the Amnesty Law.

João Luís de Freitas Coelho also held a brief meeting with the governor of Cabinda, Mara Quiosa, with whom he spoke, among other matters, of the current socio-economic, political, military and judicial reality in the province.

The North Region of the Attorney General’s Office covers Cabinda, Bengo, Luanda and Belas.
