Africa-Press – Angola. The Strategic Food Reserve (REA) began to be redesigned by the Angolan Government, with a view to creating a new model that serves as a stimulus for increasing national production and exploring the country’s productive capacity.
The guarantee comes from the Minister of State for Economic Coordination, José de Lima Massano, who spoke on Wednesday (10), in Luanda, during the first edition of 2024 of ‘CaféCipra’, under the motto ‘Impact of private investment in the sector productive’, in a promotion by the Press Center of the Presidency of the Republic of Angola (CIPRA).
According to the government official, the central idea is to transform the REA into an incentive mechanism for national producers, who will be able to sell their products to the reserve.
José de Lima Massano clarified that the new model will allow the private sector to supply available products to the reserve, which will have the capacity to monitor the goods market, controlling existing quantities.
“The REA will not be able to import products that the country does not yet produce on a large scale, this task being assigned to the private sector or importers”, he stated.
He said that operators who want to be part of the REA must participate in a public tender and demonstrate the production capacity to supply the national market.
Still on the same matter, the Minister of Industry and Commerce, Rui Miguêns de Oliveira, said that the new model of the reserve, which will be managed by the Customs Warehouse of Angola, will essentially be based on national production, with emphasis on the agricultural and industrial.
“The financing model will be designed in such a way that it does not generate unforeseen liabilities for public accounts, that is, we will use the instruments that the State already has, which are operational, to manage the REA”, he highlighted.
On the occasion, the Minister of Agriculture and Forestry, António Francisco de Assis, highlighted that the country’s current levels of agricultural production are encouraging for Angolans to continue investing in this sector, with a view to guaranteeing Angola’s food security.
He recalled that, in the last agricultural season, there was a growth in production of 6.6%, compared to around 5% recorded in the previous harvest, a fact that demonstrates that the country is producing and has the capacity to reverse the current situation marked by imports. of food goods.
The Strategic Food Reserve, a mechanism created by Presidential Decree 102/18 and regulated by Decree 209/18, aims to stabilize prices and guarantee the supply of basic goods at rational and fair prices, in the domestic market.
The first edition of ‘CaféCipra’ in 2024, guided by the Minister of State for Economic Coordination, José de Lima Massano, was also attended by the president of the Board of Directors of AIPEX, Lello Francisco, in addition to producers, businesspeople, academics , experts from different areas, members of civil society, among others, who interacted with members of the Government.
