Presidential Decree No. 213/23 on Public Procurement is an important instrument for national production, as it requires the purchase and contracting of goods and services available on a large scale in the country, considered the deputy general director from the National Public Contracting Service (SNCP), Aldemiro Matoso.

According to the official, in an interview, Angola spends around 20 billion in foreign currency on imports every month, but, in many cases, the country has a large quantity of the requested goods.

According to the general director, among the products widely produced in Angola, inert materials such as ornamental rocks (marble and granite), iron, cement, wood and some agricultural products stand out, particularly tubers, legumes, cereals and vegetables.

For this reason, the leader understands, one of the main objectives of this Presidential Decree no 213/23 is to promote and stimulate a significant increase in national production in order to reduce imports and diversify exports, as well as ensuring the sustainability of the country’s economy.

“For example, a contracted company, when carrying out a contract and needs to incorporate a good or service, must request the appropriate foreign exchange authorization. First, this operator will have to prove that the good they wish to import does not exist or is not available in sufficient quantities in the country,” he emphasized.

Therefore, MINFIN calls on contracting entities (ministries, provincial governments and other public entities, with this capacity) to observe the legal diploma, placing national production as the first option in their priorities in their acquisitions, as there will always be an impact on the economy of the country. country

According to Aldemiro Matoso, we need to change the traditional “mudus operandi” and “start thinking about the nation, because only then will we all win, be it the manager of the contracting entity, the contractor, the producer of goods and services or whether it is sellers or resellers, always resulting in an increase in jobs.

Hence, MINFIN, at this time, has been calling for the publication of the Annual Public Contracting Plan (PACP), as the deadline ends on the 29th of this month.

Regarding entities that eventually fail to comply with this directive, MINFIN will inform the competent bodies about the non-compliance, particularly the PGR which exercises oversight over the General State Administration, in compliance with the legislation.

To avoid embarrassment, the Ministry of Finance calls for compliance with legislation so that public procurement has a positive impact on the lives of all citizens.
