Africa-Press – Angola. The Russian ambassador to Angola, Vladimir Tararov, recently in Luanda considered the economic reforms being implemented by the Angolan Government to be positive, as they contribute to improving the population’s well-being and the country’s development.

In an interview, the diplomat pointed to the diversification of the economy, reduction of petrodependence and import substitution as measures that stand out in the reforms of the Angolan Executive, considering them as factors that contribute to maintaining the sovereignty of a State.

He also highlighted the country’s electrification, access to drinking water and the directed self-construction program as other measures aimed at the well-being of the population and the development of Angola.

On the occasion, the ambassador recalled that there have been meetings between Russian and Angolan businesspeople, where businessmen have the opportunity to establish direct ties and find concrete projects for common operations.

Vladimir Tararov said that a number of Russian companies from various sectors are interested in establishing business with Angola, through intergovernmental agreements and memorandums of understanding between different ministries.

He mentioned that there is also a set of bilateral instruments under negotiation, highlighting, among them, proposals in the field of maritime transport, education and the Attorney General’s Office of the two countries.

According to the ambassador, there are several companies that have shown their intention to enter the Angolan market, as it is one of the countries with good economic prospects on the African continent.

According to Vladimir Tararov, the embassy received many proposals for cooperation or expressions of interest from Russian companies that intend to build hydro plants, steel mills and supply materials for the construction of the Angola/Zambia oil pipeline and port infrastructures, for the ports of Luanda, Caio and Barra do Dande, for example.

He also highlighted investment in the agricultural sector, where Russia is examining the possibility of expanding cooperation with Angola in the production of cereals, meat and fertilizers.

The ambassador also highlighted the training of Angolan staff in Russia, adding that his country has always trained and will train Angolans in various fields.

“The human capital formed in Russia is in fact a key factor in the development of our bilateral cooperation ties and can contribute to bringing people together”, he stated.

Bilateral relations

Regarding the friendly and cooperative relations between the two States, in almost 50 years, the ambassador said that Russia supports the Angolan Government’s efforts to strengthen the partnership in various areas, aiming to improve the standard of living of citizens.

He recalled that Russia and Angola have had a well-developed legal base that covers different aspects, with emphasis on more than 40 intergovernmental agreements and more than 13 between ministries.

In order to enter into these agreements, he said, all internal legal procedures in force must be followed, which must be approved by the Executive and Legislative branches.

Furthermore, he mentioned that the Russian-Angolan intergovernmental commission for economic, technical-scientific and commercial cooperation operates, in which opinions are exchanged on practical aspects of interaction in certain defined areas.

Vladimir Tararov also said that dialogue continues in the military sphere between the two Governments, noting that, last January, there was an agreement establishing the intergovernmental committee on military technical cooperation, which resulted in the exchange of opinions and the prospect of cooperation Russia-Angola in this area.

On the other hand, the ambassador said that the Russian Federation is interested in developing ties of equality and mutual benefits with the Angolan Government and its people.

“All of us, without exception, have to look ahead and adapt in an energetic and creative way to the invariable principles of our foreign policy, that is, independence focused on results and multidimensionality,” he stated.
