The Secretary of the President of the Republic for State Reform, Pedro Fiete Correia Raimundo, asked, Thursday(3), to the employees of the Municipal Administration of Cacuaco, in Luanda, a new dynamic of work, in the scope of the implementation of the program of the Government Simplifies 1.0, underway in the country.
In his address, Pedro Fiete asked for greater speed and efficiency in serving citizens, in addition to creating a solid relationship with private companies.
During the opening of the work of the Interministerial Commission for State Reform within the scope of the execution of the plan to monitor the implementation of the program at the local level, he mentioned that the Public Administration of the State must be efficient, to provide services with quality and with high standards of excellence, underlining that Simplifica 1.0 emerges as a model to communicate more and dialogue better.
“The Simplifica 1.0 project essentially seeks to materialize ideas and, from the moment it is approved, it means that it is mandatory to apply and comply with”, said Pedro Fiete, stressing that its measures are binding on everyone, which is why which must be complied with, supervised and obeyed to be applied regardless of the will of the citizen.
“We are in the midst of globalization and artificial intelligence and it makes no sense that the relationship between administration and individuals continues to be characterized as authoritarian power. It is necessary to recognize and respect the rights of citizens, as users of public services”, he emphasized. .
He underlined that it does not make sense to continue to establish short deadlines for certain documents and licenses, so that the citizen can demand public services again, being, however, necessary to evaluate the cost of providing public service so that the administration can focus on what is essential, in order to promote the efficiency and effectiveness of these services.
The deputy governor of Luanda for the Social Area, Manuel Sebastião, disapproved of the attitude of public servants to create difficulties for the user in acquiring documents to withdraw dividends.
In his opinion, in order for Simplifica’s administrative acts to be successful, it is essential that communication flows with the provincial administrations and structures.
Finally, the deputy administrator of Cacuaco for the Financial Area, Délcio Ribeiro, made it known that he has invested in the training of human resources in serving the public and that the arrival of Simplifica has reduced the request for various documents for the benefit of a service.
The Simplifica program was praised by the director of the former INE in Cacuaco, now lyceum 419, Domingos Álvaro, who said that the project is already a reality in the Education sector, from the confirmation of enrollments and the issuance of certificates, as well as the person in charge of Municipal Health Directorate, Cecília Altina, who valued the initiative for arriving at a good time to facilitate citizens.
