The Angolan state collected, in the second quarter of this year, revenues of five billion kwanzas 758 billion and a fiscal balance of around 1 billion kwanzas, advanced, on Monday (10), in Luanda, the Secretary of State for Finance and Treasury, Ottoniel dos Santos, who cited the State Budget Execution Report for this period.
Speaking to the press, at the end of the first extraordinary meeting of the Council of Ministers, which approved, for submission to the National Assembly, the OGE Execution Balance Report for the second quarter of this year and the General State Account of last year, Ottoniel dos Santos said that, also in this period, a current balance of 1 billion 465 billion kwanzas and expenses of 4 billion 496 billion kwanzas had been recorded.
“In this period, in particular, based on what is the programming for the year 2022, with an estimated budget of 18 billion and 745 billion kwanzas, revenues amount to 5 billion 758 billion kwanzas and expenses had a magnitude of 4 billion 496 billion kwanzas”, he stressed.
The OGE’s Execution Balance Report summarizes the evolution of some of the main macroeconomic indicators that impacted the instrument’s execution in that period, namely, the price of oil, inflation and oil production.
The document also presents data and records on the execution of the OGE, reflected in the budget, financial and equity balances and in the statement of changes in equity.
General State Account
Regarding last year’s General State Account, the statement issued from the first extraordinary meeting of the Council of Ministers, guided by the President of the Republic, João Lourenço, highlights that there was a total revenue collected of 15.22 billion kwanzas and a total expenditure executed of 14.42 billion kwanzas, resulting in a nominal surplus of 793.99 billion kwanzas.
On this matter, the Secretary of State for Finance and Treasury made it known that these revenues were used to cover a set of expenses, in the period, of 14 billion and 426 billion kwanzas.
“Regarding this account, we refer to the execution resulting from the programming provided for in the 2021 State Budget, which provided for total revenues and expenditures in the order of 14 billion and 785 million kwanzas”, he stressed.
Ottoniel dos Santos stressed that, despite various vicissitudes over the past year, the balance recorded was positive, in the order of 1.01 million kwanzas and a current balance of 3.49 billion kwanzas.
The General State Account is the document that reflects the result of the Executive’s efforts, with a view to the continuous improvement of the accountability process by all bodies and entities that are responsible for the management of public financial resources.
The Executive approved, a few days ago, during the first ordinary meeting of the Economic Commission of the Council of Ministers, also guided by the President of the Republic, a report that presents the spending limits for the elaboration of the OGE for the next year, which highlights the ceilings of sectoral expenditures relating to the Budget System Bodies.
The communiqué issued from this meeting emphasizes that the social sector will continue to have priority in the allocation of resources, and is therefore expected to represent 44 percent of total effective expenditure.
The objective, according to the statement, is to increasingly strengthen the National Health System and the Education sector, as well as support families through measures that aim to protect income, employment and the construction of necessary infrastructure. to development.
