Troika of SADC Organ Calls for Dialogue in Madagascar

Africa-Press – Angola. The Troika of the Organ for Political, Defense and Security Cooperation of the Southern African Development Community (SADC) called on Thursday on the parties involved in the crisis in the Republic of Madagascar to prioritize inclusive dialogue as the main mechanism for resolving the current crisis in the country.

According to the statement issued at the Extraordinary Virtual Summit of the Troika of the Organ for Political, Defense and Security Cooperation of the SADC, the summit urged all parties to refrain from violence, looting, and destruction of property.

It also reiterated its commitment to supporting efforts to restore peace, stability, and democratic governance in the Republic of Madagascar.

The organ, led by the President of the Republic of Malawi, Arthur Peter Mutharika, noted the urgent need to restore calm and promote an environment conducive to constructive participation and emphasized the need for immediate and peaceful dialogue.

The Summit mandated the Chairperson of the organ to convey a message, through the Ministry of Foreign Affairs of the Republic of Madagascar, communicating SADC’s willingness to mediate the situation.

The organ urged the parties to prioritize the protection of vulnerable segments of the population, with special attention to youth, the elderly, women, and persons with disabilities.

It endorsed the urgent mobilization of a Technical Mission composed of Member States of the Organ’s Troika, assisted by the SADC Secretariat, to conduct a comprehensive fact-finding mission to the Republic of Madagascar no later than October 22 and to submit its findings to the Chairperson of the Organ by October 31, 2025.

According to the statement, it was resolved to immediately convene an Extraordinary Summit of the Organ’s Troika to deliberate on the mission’s report on the political and security situation in the Republic of Madagascar.

The SADC Secretariat has been instructed to mobilize strategic partners, notably the Indian Ocean Commission (IOC), the African Union (AU), and the United Nations (UN), to ensure coordinated and complementary interventions in the Republic of Madagascar.

This meeting also approved the conduct of a comprehensive assessment of the implementation of the roadmap to end the crisis in Madagascar, to be conducted by the Member States of the Organ Troika, the Panel of Elders (PoE), the Mediation Reference Group (MRG), and the SADC Secretariat. The aim is to identify outstanding issues and determine the necessary assistance for Madagascar to fully implement the roadmap.

The Summit expressed its gratitude to President Arthur Peter Mutharika for his recent election as the 7th leader of the Republic of Malawi and for his assumption of the position of Chairperson of the SADC Organ for Politics, Defense, and Security Cooperation.

The Vice-President of the United Republic of Tanzania, Philip Isdor Mpango, and the Minister of Foreign Affairs and International Cooperation of the Kingdom of Eswatini, Senator Polile Shakantu, ministers from the SADC Troika Member States and the SADC Executive Secretary also attended the meeting.
