Africa-Press – Angola. The secretary of UNITA in the province of Moxico, Afonso Baptista Dumba, reiterated yesterday, in Luena, the need for the realization of municipalities, with a view to improving the life of the population.

In the opinion of the UNITA secretary, who was speaking at the opening of his party’s political year in Moxico, for 2023, the implementation of the municipalities will contribute to a more active participation of the citizen in local decisions.

The Angolan Executive recently announced an Integrated Plan for the Institutionalization of Local Authorities during the first quarter of this year to be implemented by an Interministerial Commission created through a Presidential Dispatch.

In this chapter, the State General Budget Proposal for 2023 satisfactorily safeguards resources for the Reform of Local Administration, specifically the Institutionalization Program for Local Authorities.

The budget proposal also safeguards the construction and rehabilitation of administrative and municipal infrastructures for the functioning of future city councils and assemblies of municipalities.

It also contemplates carrying out the voter registration with characteristics of proof of life, the reinforcement of administrative deconcentration, the alteration of the political-administrative division, the dynamic municipal diagnosis, the communication strategy, as well as the conclusion of the municipal legislative package.

Still on the subject of municipalities, the secretary of UNITA, Afonso Dumba, reiterated that it is interested in contributing, “in depth”, to the Municipal Legislative Package in the National Assembly.

Afonso Dumba also stated on the occasion that the country needs to decentralize administrative policy, fight corruption fiercely, make the National Electoral Commission (CNE) independent and de-party state institutions.
