Africa-Press – Angola. The member of the MPLA Political Bureau, Adão de Almeida, assured, this Tuesday, during a virtual conference (Live), that the Angolan youth remains at the center of governance policies, carried out as part of the awareness and clarification campaign actions, of voters.
In reaction to the question raised by an internet user about government policies aimed at youth, Adão de Almeida underlined that Angola is a mostly young state, with more than half of the population. “This means, from the outset, that all policies, which are implemented by the MPLA, focus on this fringe of society.”
The conference, which took place under the theme “Peace as an essential prerequisite for sustainable development”, was also joined by the Minister of Economy and Planning, Mário Caetano João. Adão de Almeida pointed to investment in Education as the best way to invest in youth, so that they can develop with the quality necessary for their insertion in society.
The also Minister of State and Chief of Staff, acknowledged that the issue of employability is one of the most critical aspects, adding that a society such as Angola, which grows from the population point of view at a very fast pace, of about 3 percent, has big challenges with regard to this issue. “What we have today is the result of this situation”, pointed out the member of the MPLA Political Bureau.
In this sense, he said, it is necessary to combine the growth of the national economy with the GDP, so that the increase in the economy is minimally adjusted to population growth, from a transversal point of view, with regard to employability “to achieve a better balance, compared to what we currently have”.
As for the programs to promote employability, Adão de Almeida said they exist and are known to everyone, already showing positive results, such as PAPE (Program for Support and Promotion of Employability). With this program, the Executive encourages the population, particularly young people, to self-employ, through training and availability of employability kits in the most different professions.
The official highlighted the need to encourage, more and more, young people to find different solutions to promote employment. Politician Adão de Almeida recalled that, despite the challenges, the Education and Health sectors, in the last five years, were the ones that admitted, in quite relevant numbers, the largest number of staff, in terms of comparison in homologous periods.
“Never has so many people been hired. But when we look at the profile of these people, we see that the majority are young people. We are facing a policy of job promotion that is aimed at the young segment, without a shadow of a doubt”, highlighted.
As for the MPLA’s intention to convert the National Staff Training Plan into a Multiannual Plan for the Development of Human Capital in Angola, with a horizon that runs until the year 2035, Adão de Almeida said that it was an important and strategic programme.
Regarding the plan contained in the 2022-2027 Government program, the Minister of State Adão de Almeida said that the National Plan for Staff Training also aims to “adapt the training profile of our staff to the needs of the market, so that we don’t have an excess of manpower to be trained in a domain where the economy no longer needs so many, and, with that, generate trained people, but without the capacity to absorb the market in these areas”.
In this sense, he reinforced, a study is underway to identify the main needs of the national market. The idea with the National Staff Training Plan, if we manage to implement it”, in the field of higher education, is to make a better bet on young people and reduce the problem of current employability.
MPLA Positions Itself As A Party Of Peace And Stability
Explaining the MPLA’s strategy to maintain peace, in the face of political intolerance, Adão de Almeida mentioned that there are several important aspects that contribute to this effect. The MPLA program, he added, is illuminating enough to clarify the picture.
On a formal level, he continued, “the MPLA, from the outset, assumed peace and stability as a primary aspect, in fact the first axis of its government program, thus reflecting the importance that the party attaches to peace, stability Secondly, he added, the MPLA positions itself as a party of peace and stability, which respects institutions and strives for the permanent transmission of a word that appeals to stability.
“This positioning of the MPLA in society, by the example of a party structure that promotes peace and tolerance, not only of its militants, but of citizens in general, is one of the main contributions with regard to the formation of the mentality of the citizens”, underlined the member of the Political Bureau.
Political And Social Actors Are Important For Stability
Although the MPLA is a relevant actor, he emphasized, the maintenance of peace, stability and tolerance is not an exclusive obligation of the MPLA. All political and social actors are fundamental pieces in the permanent construction of a society in which tolerance reigns, pointed out the Minister of State.
“When we look at the national political spectrum and at the various political actors, the difference in terms of stability and tolerance is visible, and the difference that the MPLA makes”, he stressed, then highlighting that the MPLA promotes, in everyday life, not just a message but an action that has to do with the promotion of stability and political tolerance.
“The challenges are great, and we are building a strong nation. We cannot stop at this, let alone slow down the pace, so we have to continue our march,” he said. For the politician, the previous term was observed for five very decisive years, where some results have already been seen, but much of the fruits of what has been done will come later, if we continue to involve all Angolans in the process of building a nation. prosperous, emphasized Adão de Almeida.
Figured Inflation In One Digit
For his part, the Minister of Economy and Planning, Mário Caetano João, said that one of the goals for the next term, in the event of a victory for the MPLA, involves positioning inflation at single digits. The minister, who was asked about the MPLA’s socio-economic policies for 2022-2027, said that the government’s program “today shows that we are close to 21 percent of this challenge, but we want, in this term, to position it in single digits” .
Other policies, he pointed out, are related to exchange rate stability. The country is coming out of a process of sharp devaluation of the kwanza, excessively since October and November 2020. Since then, he said, there has been an inverse period. Asked if it was a purposeful valuation, with the aim of achieving an electoral result favorable to the MPLA, the minister said no.
“Of course not. We can see that in the monetary and external accounts, where the dollar, or any other strong currency, is a product like any other, and the more demand is made on this product, the more expensive it is”.
The MPLA’s Government Program, he said, is composed of the most diverse socio-economic policies, from the point of view of youth, family, children, among others. In the economic chapter, prioritizing the health of macro-economic accounts, one of the major challenges is to promote the public debt-to-GDP ratio, so that it does not exceed 60 percent.
The other policies, he added, also involve promoting access to credit for those specific sectors that are crucial to the country’s economic growth.
