Africa-Press – Botswana. On July 27-28, Russia’s city of St. Petersburg was hosting the second Russia-Africa Summit and Economic and Humanitarian Forum. The historic event was attended by African leaders, well-known politicians, representatives of regional associations, the media, organizations, and businesses from all over the continent.

The second Russia–Africa Summit concluded on July 28 with the adoption of the final action plan by the attendees outlining the goals and objectives for the future enhancement of Russian-African cooperation.

Here is the full text of the Russia-Africa Partnership Forum Action Plan 2023–2026.

The Russia-Africa Partnership Forum Action Plan (hereinafter referred to as Action Plan) is designed to implement mutually beneficial cooperation between the Russian Federation and African states recognized by the United Nations (UN), and Africa’s leading integration organizations (hereinafter referred to as Russia and Africa) in 2023–2026.

This Action Plan outlines priorities and measures to tap the potential of the Russia-Africa partnership in areas of mutual interest, taking into account the African Union’s Agenda 2063: The Africa We Want and plans to implement it, as well as other documents in the field of cooperation between Russia and Africa.

The Action Plan expands and supplements the provisions of the Second Russia-Africa Summit Declaration, Second Russia-Africa Summit Declaration on Cooperation in the Field of International Information Security, Second Russia-Africa Summit Declaration on Strengthening Cooperation in the Fight Against Terrorism and Second Russia-Africa Summit Declaration on Prevention of an Arms Race in Outer Space.

Under this Action Plan, Russia and Africa have agreed to strengthen dialogue partnership and cooperation on a wide range of areas, including politics and security, economics, and humanitarian issues, in the interests of greater mutual benefit and prosperity.

Russia and Africa also share the view that it is important to maintain the central role of the African Union (AU) in the regional architecture, which is crucial to fostering peace, stability and inclusive growth on the African continent.

Russia and Africa, in keeping with their international obligations as well as national legislations, intend to cooperate in the following areas:

At the invitation of the Russian President Vladimir Putin, four African leaders who participated in the second Russia-Africa summit, attended a naval parade held on the Russian Navy Day in St. Petersburg. After the parade, Putin visited Kronstadt accompanied by his African colleagues. They inspected the ships and visited the Museum of Naval Glory.

All the agreements reached at the talks with the leaders of African countries will be implemented, a good basis for the development of relations has been created, Vladimir Putin has stated.

At the end of a joint boat trip with African leaders from St. Petersburg to the historic town of Kronstadt, the Russian leader once again spoke with all the guests at the doors of the new Museum of Naval Glory, which opened today.

“The main forces of the Baltic Fleet once stood here [in Kronstadt], now they have been moved to the city of Kaliningrad,” the Russian president told his colleagues from Africa, then mentioning other Russian naval formations.Putin said that he had already been to the new museum even before the opening (he visited it on July 23 with the President of Belarus Alexander Lukashenko).

“I suggest you get acquainted with the exposition,” the president said, expressing hope that tourists there “will not be tortured for a long time.” “Defense Minister [Sergey Shoigu] will accompany you to the museum, [as well as] Fleet Commander [Nikolai Evmenov]. And I want to thank you for being with us all these three days,” the Russian leader said.

The Museum of Naval Glory is built on the basis of two restored historical buildings – artillery arsenals from the First World War.The concept of the building’s shape is based on the task of preserving as a central exhibit the legend of the Russian navy – the first Soviet nuclear submarine K-3 “Leninsky Komsomol”. At the moment, the boat has already been completely restored externally and is being actively restored from the inside.

Among the participants of the presidential boat ride from St. Petersburg to Kronstadt were President of the Republic of Congo Denis Sassou Nguesso, President of the transitional period of Mali Assimi Goita, President of Eritrea Isaias Afwerki and leader of Burkina Faso Ibrahim Traore. The heads of delegations of three other – the Deputy Chairman of the Supreme Council of the Sudan, the Prime Minister of the United Republic of Tanzania and the Vice-President of Equatorial Guinea – also arrived with them to the Museum of Naval Glory.

All of them previously took part in the Russia-Africa Summit held in St. Petersburg on July 27-28.

According to Putin, the summit was held at a good level and with good results.

“Thanks to our friendship, our relations, we were able to hold these events with you for three days and created a good basis for moving forward further. Everything we agreed on, we will fulfill everything,” Putin stressed, saying goodbye to the guests.

The second Russia-Africa Summit and Economic and Humanitarian Forum were held on July 27-28 in St. Petersburg.
