The Ministry of Finance already has authorization to transfer budget appropriations for the reinforcement of funds for the payment of pensions to the heirs of the soldiers who lost their lives in the road accident, in Serra Malagueta, following the fight against the fires.
In resolution no 28/2023 approved by the Council of Ministers on Tuesday, 04, and published in the Official Bulletin (BO), the Government justifies the decision with article 181 of the Military Statute, approved by legislative decree no 1/2020 of 31 of March, which institutes the right to a lifeblood pension, namely in situations of death of the military due to an accident on duty, to be paid under the terms of the law to the able heirs.
Thus, he adds that given that it is up to the Government to “make” all efforts to, in this moment of pain and consternation, support “firmly and in a timely manner” the family members, in order to alleviate the suffering and pain of the loss of their loved ones, the Government determined the payment of pensions.
A measure to mitigate the socioeconomic impact
On the other hand, he justified the measure with the urgency and determination to also mitigate the socioeconomic impact of those who, under the terms of the law, depended on the deceased military personnel.
And, in order to cover the expenses resulting from the payment of the respective pensions, it is necessary to make the necessary adjustments and budgetary changes in accordance with the law, if the aforementioned resolution was approved.
The resolution takes effect today
“The Ministry of Finance is authorized to transfer budget appropriations to guarantee the reinforcement of the necessary funds for the payment, under the terms of the law, of blood price pensions to the able heirs of two eight military personnel who were fatal victims of the road accident that occurred in the past on the 2nd of April, on the descent of Serra Malagueta, island of Santiago”, refers to the resolution that came into force today.
Pursuant to article 182 of the Military Statute, the pension, exempt from any tax, is equal to the permanent remuneration that the military member received on the date of the fact that gave rise to the right to the pension.
It includes the military condition supplement and other special permanent allowances provided for in specific legislation.

It should be remembered that eight soldiers died as a result of a road accident, on Sunday, the 2nd, when they were on their way to carry out their mission to fight the large fire that started on Saturday, April 1st, in Serra Malagueta and continued until Monday, also reaching the Figueira das Naus and Fundura areas.
