According to Inforpress, the Secretary General of the largest opposition party, Julião Varela, in a press conference in Praia, said that the budget maps published in the Official Bulletin (BO) were tampered with and that the map approved in parliament did resulting in the Court of Auditors issuing an opinion on a document that was not approved.

Julião Varela said that the document shows that the Government “ debts to spend ” since the amending budget for the year 2021 of 74,825.8 million contos, reached 77,189.7 million contos with the change of 2,363.8 billion in the plan, an increase that reaches 3.16 percent (%) compared to the initial budget.
A value that, accused the politician who is also a deputy of the Nation, violates the limits of expenses authorized by parliament and calls into question the seriousness and legitimacy of the Government in managing the State’s expenses and revenues.
Speaking of revenues, after analyzing the document, he said he observed that there was a diversion of ten million contos, and at the time 45,280.5 million contos were collected in 2021 when the information map shows the value of 55,689.7 million contos.
“ In the information map on consigned revenues from the General State Account, the only consigned revenue that distributed the entire amount charged, 472.3 million escudos, was the Airport Security Fee, in which 387.8 million went to the budget from the State and 84.5 million for the Integrated Border Control System ”, he continued.
He highlighted that the other revenues earmarked as ecological taxes constitute exclusive revenues from the Environment fund. 675.3 million escudos were charged, only around 236 million were delivered, with 439 million remaining to be justified, equivalent to 65%.
In the tourist tax that feeds the Tourism fund, he said that 4.4 million escudos remained undelivered.
Still in terms of expenses, he stressed, the opinion highlights an increase in subsidies of 29.24% compared to the previous year, essentially as a result of subsidies transferred to private non-financial companies in the transport sector, amounts illegally advanced for Compensatory Compensation amounting to 600 million escudos, resulting in the undue payment of 86 million escudos .
“ How was it possible to advance resources in this amount without a law authorizing this operation? After all, are we in a rule of law or not? Once again, the question arises whether these resources could not be used to build a true national fleet, better serving the connection between the islands and the movement of people and goods? ” he questioned.
“ There are millions and millions of contos that the Government is unable to justify and they are too much to go unnoticed in the control and supervision of the competent institutions of the Republic ”, he concluded according to Inforpress.
