The Minister of Agriculture and Environment, Gilberto Silva, classifies the Climate Action Program as “structuring” as it makes it possible to build climate intelligence, contributing to better governance with regard to climate issues. The Program has a budget of 4.1 million euros for the year 2024 and is financed by the Grand Duchy of Luxembourg

Gilberto Silva was speaking to the press on the sidelines of the second meeting of the Climate Action Program Steering Committee that took place this Tuesday, in the city of Praia.

“This is a structuring program for Cape Verde as it helps the country to build the climate intelligence and skills necessary for greater mobilization of financial resources, but also technological resources and acquisition of knowledge necessary for building a country more resilient and capable of responding and adapting to climate change”, stated the official.

The Climate Action Program Steering Committee’s activity plan for this year is budgeted at 4.1 million euros which, according to Silva, will be used to finance activities linked to “consolidating climate governance itself with sets of actions from studies, but also technical training, training at community and school level. Work that will be carried out in the field of risk mapping and a set of measures that contribute to strengthening the competencies of Institutions linked to climate governance”.

To consolidate the country’s position, Gilberto Silva states that structures and mechanisms will be created this year that will contribute to good climate governance.

“We will approve the climate law this year, but also the climate governance framework with new structures and mechanisms to be created, namely the interministerial committee for climate change and also the national climate change secretariat, which are fundamental structures for good governance. climate”, he emphasizes.

The Chargé d’Affaires of the embassy of the Grand Duchy of Luxembourg in Cape Verde, Thomas Barbancey, states that “the Climate Action Program aims to ensure that Cape Verde has the expertise, capabilities and means necessary to define and establish the priorities of its climate action ”.

The Climate Action Program Steering Committee began its activities in 2022 and is funded by the Grand Duchy of Luxembourg, amounting to approximately 10.5 million euros.
