Africa-Press – Cape verde. The Minister of Justice, Joana Rosa, announced this Monday in Sal the launch of the works on the Palace of Justice and the elevation of the local district’s status, as well as other important advances for the island.

Joana Rosa made this announcement at the beginning of her official mission to the island of Sal, which will take place today, the 7th, and Tuesday, the 8th, and aims to monitor the functioning of the institutions under her ministry’s supervision and reinforce the sector’s modernization policies.

In a meeting with the Mayor of Sal, Minister Joana Rosa revealed the news most awaited by the population, which is the start of the works on the new Palace of Justice.

“I had already told the Mayor that I would not come to Sal without bringing news regarding this work”, stated the Minister.

The project, budgeted at around 300 million Cape Verdean escudos, will be a “structuring infrastructure for the island”, providing Sal with a modern and functional building that will serve not only the judicial authorities, but also the entire population.

The architectural project, described as “very beautiful”, aims to contribute to the development of Sal and create better conditions for the functioning of the courts.

Another “crucial” point of the mission was the approval, in Parliament, of the Justice package, which includes the Judicial Organization Law.

With this approval, the Sal district was elevated to the category of final access, a strategic measure for the island.

“Given the dynamics of Sal’s development, it must be accompanied by some policy measures to respond to the island’s size”, explained the minister.

This elevation will allow the presence of “more qualified” magistrates, contributing directly to the fight against slowness and procedural dependencies, a constant concern of the Cape Verdean population.

Joana Rosa stressed the importance of the justice sector for the country’s development, especially for a tourist island like Sal.

“We have always considered that the justice sector is essential for attracting foreign investment, for development itself, and for creating all the conditions for economic operators to be able to invest here on the island safely,” Joana Rosa emphasized.

To further boost the business environment and legal certainty, a commercial court will be created on Sal, which aims to provide the island with judicial structures that meet the specific demand of Sal, encouraging local and foreign investment.

As part of the process of streamlining and streamlining processes, the minister announced the implementation of a pioneering “single window for public deeds” system in partnership with the Sal City Council.

This one-stop shop, she continued, will allow citizens and investors to obtain land and property registration certificates, execute deeds and make payments of the Single Property Tax (IUP) in a single location, eliminating “unnecessary trips and optimising time”.

Modernising the justice sector is also a priority.

The minister highlighted the operation of the Justice Information System (SIS) for five months, with thousands of legal cases already being processed electronically.

The Minister’s agenda in Sal continues with institutional visits to the Court, the Public Prosecutor’s Office, the Notary’s Office, the Registry Offices and the Central Prison, in addition to meetings with local authorities and a visit to the Judicial Police delegation.

Another highlight of the mission will be the opening ceremony of the Arbitration Course, which will take place today, July 7th, at 6pm, at the Municipal Library, to promote alternative mechanisms for conflict resolution.

On July 8th, at 10am, the public presentation of the project for the new Sal District Court will be held in the main hall of the municipal chamber.
