Africa-Press – Cape verde. The Government approved the establishment agreement between the State of Cape Verde and the company responsible for the development and operation of the São Pedro Hills tourism project, in São Vicente, budgeted at 38.7 million euros.
The information is contained in Resolution No. 58/2025, of July 8, published in the Official Gazette, which states that the project, in progress since 2021, will be developed in two phases over a period of 10 years.
The investor has already acquired the plot of land, in the town of São Pedro, with an area of 64,974.04 square meters (m2) for the implementation of the project.
The investment project, budgeted at 38,781,283 euros (4.2 million contos) and with the possibility of generating 66 jobs, is made up of several tourist, commercial, restaurant and residential infrastructures, which will “greatly contribute to the improvement and diversification of the island’s tourist offer”.
The first phase, which began in May 2021, includes the construction of eight luxury villas and four high-end apartment blocks, as well as swimming pools, a beach bar and restaurant, leisure, wellness and spa areas, budgeted at 13,590,558 euros.
The second phase, which was scheduled to begin in the first quarter of this year, includes the construction of 260 high-standard apartments, as well as swimming pools, a restaurant, a bar, leisure areas and a children’s club, budgeted at R$25,190,725, with a construction period of six years.
According to the resolution, the general and maritime infrastructure, which complements the houses and apartments, will be implemented within the scope of the project, with the start scheduled for the first phase and completion upon completion of the second.
“These include the construction of a beach bar with a restaurant and a sun lounger concession area, nautical, leisure and entertainment equipment, in indoor and outdoor spaces, as well as the redevelopment of São Pedro beach, budgeted at three million euros,” the document reads.
The São Pedro Hills tourism project received a positive opinion from the São Vicente Maritime Special Economic Zone Authority (AZEEMSV) and the Special Tourist Zones Management Office (GGZTE).
The Government considers “São Pedro Hills” to be of “great value and a highly dynamic factor for the local economy,” predicting a significant impact in terms of investment, employment, professional training, wealth generation, and the quantitative and qualitative increase in the island’s accommodation capacity.
