Africa-Press – Cape verde. The Government approved, in the Council of Ministers, a resolution establishing financial support measures for owners or legal possessors of vehicles damaged by the tropical storm that hit São Vicente, Santo Antão, and São Nicolau in the early hours of August 11th. The measure provides for compensation, financial compensation, and the granting of emergency credit with subsidized interest rates.

The measure, published today in the Official Gazette, follows Resolution No. 78/2025, which declared a state of emergency in the municipalities of São Vicente, Porto Novo, Ribeira Brava, and Tarrafal. It aims to restore the living conditions, mobility, and accessibility of the affected population.

According to the regulation, support may take the form of compensation, financial compensation, or the granting of emergency credit with subsidized interest rates, as reparation or compensation for the losses suffered.

Beneficiaries include vehicle owners with mandatory or optional insurance valid at the time of the accident. In these cases, support will be provided in the form of compensation or financial compensation. Owners without valid mandatory insurance will only have access to emergency subsidized credit for the purchase of a new vehicle.

The support does not cover abandoned or improperly parked vehicles. To access compensation, the incident must be registered with the National Police, proof of insurance, where applicable, and proof of damage through an expert appraisal.

In cases of partial damage, compensation will be equivalent to the cost of repair, up to the mandatory insurance limit.

In cases of total loss, compensation will be based on the actual value of the vehicle on the date of the accident, applying the depreciation criteria to be defined by joint order of the Ministers of Finance and Internal Administration.

The Directorate-General for Road Transport will be responsible for assembling a team of experts to validate the damage and loss assessments.
