Africa-Press – Cape verde. The Municipality of Mosteiros and the Cape Verde Post Office (CCV) are signing a cooperation protocol today in the city of Igreja for the implementation, modernization, harmonization, and digitization of municipal toponymy.

The protocol constitutes a “strategic step” for territorial organization, improvement of public and private services, strengthening of civil security, and promotion of local economic development, according to the parties.

The protocol falls under Decree-Law 05/2012, of February 28, which assigns to municipalities the competence for the management and updating of toponymy and establishes the obligation to communicate it to the Post Office.

The agreement aims at updating and standardizing the names of streets, avenues, and numbering, as well as their incorporation into national reference systems, including address databases, postal codes, geographic information systems, and other territorial management instruments.

Among the planned actions are the surveying and validation of toponymic data, the identification of gaps, the standardization of addresses, the georeferencing of roads and doors, the technical training of municipal teams, and the creation of an integrated database between the municipality and the Post Office.

Under the protocol, the Cape Verde Post Office commits to providing specialized technical assistance, supporting the structuring of the database, issuing technical opinions, and integrating the validated data into the national postal system, in addition to contributing financially to the project.

In turn, the Municipality of Mosteiros undertakes the field survey, the formal approval of toponyms, the implementation of physical signage, and the guarantee of the necessary local human resources.

The parties also agreed to co-finance the project, with phased mobilization of resources and the possibility of resorting to external funding.

The protocol enters into force on the date of signature and will have the duration agreed between the parties, reinforcing institutional cooperation and the sustainable development of the municipal territory.
