Africa-Press – Cape verde. In a press conference, Amândio Brito stated that the institution operates within a state governed by the rule of law and does not prevent anyone from claiming their rights. He explained that the Job, Function, and Remuneration Plan (PCFR) in question dates from 2024, according to Decree-Law No. 4/2024 of January 24th, and not from 2025 or 2026, the period in which the current team began governing the Brava Municipal Chamber.

According to the councilman, since it is a 2024 decree, it was the responsibility of the previous municipal team to initiate the necessary procedures for its implementation, namely, the preparation of a list of employees with the requirements to transition, as established by law.

However, he stated that throughout 2024, a period when the current team was not yet in office, “absolutely nothing was done” regarding the implementation of the PCFR, adding that no record was found demonstrating any willingness or intention to execute the process.

Amândio Brito also recalled that when the decree was published in January 2024, the former Chamber had already benefited from an increase in funding from the Municipal Fund destined for the implementation of the PCFR (Career Plan, Positions and Salaries), but did not apply it for that purpose.

In contrast, he emphasized that the current team, in just one year, managed to grant the rights provided by law to all eligible workers.

According to the president, the decree establishes that all employees who joined the institution before 2013, under the PCCS (Career Plan, Positions and Salaries), are entitled to benefit from the new PCFR. Employees hired after that date can only be included if they were hired through a public competitive examination.

In this regard, he revealed that the current team found no records of public competitive examinations held for a group of employees hired between 2013 and 2024, which makes their inclusion in the new PCFR impossible.

The mayor highlighted that 91 employees have already transitioned under the new Career Plan, questioning how many municipalities in the country have managed to do the same.

He further emphasized that, despite weak local revenues and a payroll considered heavy, with more than 300 employees, the city hall made “a gigantic sacrifice” by recognizing that valuing human resources is fundamental.

He explained that some workers received salary adjustments of two, three, or four thousand reais, as per the law, while others registered significant progressions, going from a salary of R$ 11,000 to R$ 19,000, in addition to becoming part of the institution’s staff.

Regarding employees hired after 2013, the mayor reiterated that the existing recruitment processes “do not comply with the established rules,” stressing that the current team does not discriminate or act unfairly, but also does not act illegally.

The president further clarified that, in addition to the 91 workers already benefiting and who have begun receiving benefits under the new PCFR (Career Plan, Positions and Salaries), there is a group of over 100 employees hired after 2013 without a competitive examination, who do not meet the legal requirements for the transition.

Regarding workers with precarious employment contracts, he informed that the city hall has already met with them, explaining the situation and the possibilities for regularization.

In this context, he revealed that approximately 90 employees meet the requirements for regularization and integration into the staff, a process that is being developed in coordination with the relevant government departments.

“We have already made an effort with 91 employees who are receiving benefits under the new PCFR, and for the remaining approximately 90, we are working to ensure that the process advances within the legal framework,” he concluded.
