Africa-Press – Cape verde. The government, through the Ministry of Family, Inclusion and Social Development, signed Protocols for the year 2026 with associations working in the area of disability, within the scope of the Program for the Promotion of Inclusion of People with Special Needs.
The Minister of State for Family, Inclusion and Social Development, Fernando Elísio Freire, who presided over the signing ceremony, promoted by the General Secretariat for Planning, Budget and Management, reinforces the partnership between the State and civil society organizations, consolidating an integrated approach focused on inclusion, equal opportunities and the promotion of human dignity.
In his speech, the governor highlighted that the signing of the protocols represents an annual commitment to shared responsibility, recognizing the fundamental role of associations in promoting and defending the rights of people with disabilities.
He also emphasized that, in recent years, the Government has given centrality to public policies in this area, with emphasis on the regulation of free access for people with disabilities to education, from basic education to higher education, including vocational training.
Fernando Elísio Freire acknowledged the progress achieved, noting that resources allocated to the sector have doubled in recent years, but emphasized the need to continue strengthening investments and social responses.
The Program for the Promotion of Inclusion of People with Special Needs prioritizes the institutional strengthening of representative organizations, access to medical treatments and compensation mechanisms for people with disabilities from low-income families, as well as the promotion of vocational training, with a view to autonomy and integration into the labor market.
With the signing of the Protocols for 2026, the Government commits to building a more inclusive, accessible, and supportive society, ensuring that people with disabilities are fully integrated and actively participate in the social and economic life of the country.
