Africa-Press – Cape verde. The Council of Ministers approved, on Thursday the 17th, the draft proposal that regulates the granting, suspension and revocation of the emigrant investor certificate. The certificate is valid for five years, and may be suspended or revoked if the conditions on which it was awarded are not maintained.
In a conference for the balance of the government meeting, this Friday, 18, the minister of the Presidency of the Council of Ministers, Janine Lélis, recalled that in 2020 the emigrant’s investor status was approved and during the meeting the approval of two regulations to give body and life to this statute.
“In effect, the regulation of the administrative procedure regarding the granting, suspension and revocation of the emigrant investor certificate was made, that is, a legal framework was created for the issuance of this certificate, creating and defining which documents should instruct this certificate request”, he explained.
The request, he said, must be presented at a one-stop shop, and the issuance is the responsibility of the Ministry of Communities, within a period of 10 days.
Electronic platform further
The government official added that in this initial phase existing mechanisms will be used via the Balcão Único and, in the near future, an electronic platform will be created for the solution and presentation of this request.
According to Janine Lélis, this certificate is a new step, hence the need to proceed with the regulation and creation of a special condition to benefit and promote this type of investment.
This official stressed that, by awarding this certificate, the quality of an emigrant investor is being recognized and, based on this qualification, the benefits of customs duties are being recognized.
The certificate will be valid for five years, and may be suspended or revoked if the conditions on which it was awarded are not maintained.
