Africa-Press – Cape verde. The Minister of Justice today highlighted the gains achieved in the justice sector in recent years and considered that the measures implemented have allowed the sector to respond “more quickly” to demands and with “good results”.

Joana Rosa made these statements when speaking in the opening session of the parliamentary debate on the situation of Justice in Cape Verde, highlighting some innovative measures that were implemented to improve the sector.

“We think that next year the situation will be different, as soon as innovative measures, from the outset, with the reinforcement of legal information, with the implementation of alternative dispute resolution mechanisms and with several other ongoing measures, with the improvement of the System of Justice Information, alongside already innovative solutions, such as the Institute of Legal Medicine and Forensic Sciences”, he indicated.

He pointed out the creation of better physical conditions in the courts, the results of the entire social reintegration policy that has been implemented, with an increase in the number of judicial magistrates from the Public Ministry and court officials, with a substantial increase foreseen in the budget for the justice for 2024, among other ongoing measures.

According to the minister, the data indicates that there is a tendency towards a reduction in criminal recidivism and that measures and policies have been adopted to combat small and medium crime.

“We cannot fail to highlight, at the outset, a growing trend towards reducing pending cases, according to data from the reports of the Superior Councils of the Judiciary and from this comes a fact that seems undeniable to us, that the path has produced good results, yes. Our justice system has been able to respond more quickly to demands,” he declared.

He recognized that magistrates and officials had better productivity, but that it is possible and necessary to increase the pace and an effort to improve management and improve a true inspection system, which he highlighted has been one of the weak points of the system, particularly due to to the reduced number of magistrates.

The governor also highlighted the importance of the penitentiary system, which constitutes an “important” vector, I would say decisive, reinforcing that several measures and investment projects have been implemented, always with a view to greater security and humanization in the penitentiary system and effective social reintegration.

“We did register an increase in the prison population, but on the other hand, the reduction in the number of recidivism is notable, which, according to the latest data extracted from the prison management system, currently stands at around 25%. There was indeed a reduction. It is our goal to reduce recidivism to lower values,” he said.

He recalled that the prison information and management system was installed in all prison establishments aiming at better prison management with the aim of promoting better organization of prison establishments and the sentence execution system.

According to Joana Rosa, all prison establishments were reinforced with more social technicians and the cell was installed in Santiago Norte and in all districts, highlighting that as part of the humanization of the penitentiary system, nutritionists and a full-time general practitioner were also recruited. .

“We hired a psychiatrist for the Praia Central Prison, ensuring the best food and health care for inmates. The Ateliê project at Praia Central Chain is operational, offering several areas of professional training and agricultural and livestock production in all chains nationwide. Inmate to produce is our goal, to be achieved with the implementation of the electronic bracelet”, he pointed out.
