Africa-Press – Cape verde. The Government has created the National Monitoring Commission for the “Early Warning System for All” (EW4ALL) initiative, aiming to strengthen prevention and response to natural disasters and extreme weather events.
According to Resolution No. 13/2026, published in the Official Gazette on January 27th, this new technical and interministerial coordination structure will operate under the authority of the Government member responsible for the Environment.
“Its mission is to coordinate, supervise and support the implementation and operation, at the national level, of the EW4ALL initiative, guaranteeing universal access to inclusive and actionable multi-hazard early warning systems,” it explained.
The Commission is coordinated by the National Institute of Meteorology and Geophysics (INMG) and includes representatives from the National Civil Protection and Fire Service (SNPCB), the Multissectoral Regulatory Agency for the Economy (ARME), the Cape Verde Red Cross, and the National Secretariat for Climate Action.
The international initiative “Early Warnings for All” (EW4All), promoted within the framework of the United Nations and led nationally by the Government, aims to ensure that all people are protected by multi-hazard early warning systems by 2027.
According to the executive branch, the measure also aims to strengthen institutional coordination, technical cooperation, and resource mobilization.
This, it argued, takes into account the increasing frequency and intensity of extreme weather events, and the specific vulnerability of Cape Verde as a Small Island State, requiring the strengthening of national mechanisms for disaster prevention, preparedness, and response.
According to the Government, the EW4ALL initiative is cross-cutting in nature, aligning with the National Adaptation Plan to reduce vulnerabilities and protect the most sensitive sectors.
According to the same source, the implementation of EW4ALL in Cape Verde requires an integrated approach, based on effective coordination between public institutions, technical and financial partners, and other stakeholders.
