In a statement sent to the press, the executive says that the CNE intends to be an exception to what is enshrined in the law and applied to the entire public sector, but that this cannot be allowed, in the name of the law.

“Caixa Unicity is one of the fundamental principles in the management of Public Finances and in the transparency of the management of public affairs. A principle applied to the entire public sector, except for the exceptions provided for by law, namely public companies, INPS and local authorities ”, said the same source.

This principle, stressed the Government, determines that all revenue must be centralized in the Caixa do Tesouro, allowing the audit by the Court of Auditors and the consolidation of data made available to the citizen on a daily basis in terms of the execution of public resources.

Court of Auditors has already warned

So much so, he underlined, that the Court of Auditors, in Finding No. I.7 – 7/PCGE19 of its opinion to the CGE 2019, states that “the principle of uniqueness of cash continues not to be respected by all entities, remaining outside the scope of banking system the National Elections Commission”.

The same would have, according to the Government, recommended the intervention of the Ministry of Finance for the restoration of legality with the entity.

The Government also recalls that, according to the law in force, “the maintenance of accounts with commercial banks by those public services is expressly prohibited”.

“The CNE intends to be an exception and we cannot, in the name of the law, allow this to happen”, he said, indicating that compliance with the law does not jeopardize autonomy and does not intend to withdraw the independence of the services.

CNE asks for private budget for the integrity of free elections

In a press conference, given on Tuesday, 8, in Praia, the president of the CNE, Maria do Rosário, was against the banking model proposed by the Government and defended the end of budgetary unity with the National Assembly, claimed since 2018.

According to the CNE’s PCA, the independence of the institution and the very integrity of free elections in Cape Verde, safeguarded in the Electoral Code, are at stake.

He also recalled that it is the Electoral Code itself that, in article 28, imposes the approval of a private budget for the institution.

“This private budget must be approved jointly and at the same time that the budget of the National Assembly will be approved”, but not as part of the AN budget, he advocated.
