The deputy leader of the MpD parliamentary group, Euclides Silva, said this Tuesday, 11, that his party received an opinion from the Court of Auditors that says that the institution does not have the technical means to audit the works of the Mercado do Comércio. The deputy was speaking at a press conference to assess the preparatory parliamentary days for the plenary session of the National Assembly, which starts this Wednesday, 12, having as one of the agenda items a draft resolution, proposed by the PAICV (opposition), which requests the Court of Auditors to carry out an audit of the construction works of the new municipal market in Praia (Mercado do Coco).

“We received an opinion from the Court of Auditors that says it does not have the technical means to audit this infrastructure and the law on this matter is clear. Deputies cannot approve either laws or resolutions that imply an increase in costs in the current economic year”, he said, implying that his party will not approve the PAICV’s draft resolution.

CM can request external audit

Euclides Silva added, on the other hand, that the Coco Market is a municipal work, so he considers that the Praia City Council, if it wishes, could request an external audit of the work.

The parliamentarian also added that the National Assembly, as a national body, would not have much to debate on this issue because the municipalities have their statutes and their legislative body, which are the Municipal Assemblies.

“The municipalities have Municipal Assemblies to discuss municipal policies and the relevance of municipal works that are carried out in the municipalities”, he said, adding, however, that the MpD parliamentary group is available to debate this and other issues during the session.

More than a million contos injected

The African Party for the Independence of Cape Verde (PAICV) considers an audit of the Coconut Market to be “urgent and necessary”, to find out what happened to the work, where “more than a million escudos” has already been injected.

Deputy Carla Lima said that the Praia City Council “is paying substantial amounts” in terms of debt due to this market, also claiming that there was “clearly slippage” in its construction, from the initial value to the amounts already invested.

“In addition, there is another issue, which is the money of more than 600 sucupira sellers who paid for the modules that were going to be built here”, maintained the PAICV deputy, stressing that people used their savings to buy these modules and so far they do not have space for sale and they also have not received the amount they invested.
