Africa-Press – Cape verde. The government announced increased support measures for companies affected by the recent storm in São Vicente, Porto Novo, and São Nicolau, which now include financial subsidies, tax credits, and tax benefits.
According to a joint order published in the Official Gazette of the Union on Tuesday, the 2nd, the executive branch adjusted the measures after a more thorough assessment of the impact of the disaster, seeking to provide more targeted support, especially to large companies.
The measures, aimed at resuming economic activity on the affected islands, include improving existing credit lines and introducing new support.
Among the new measures, non-refundable grants for large companies, with amounts between 1.5 million and 10 million escudos, subject to proof of losses, stand out, as well as tax credits up to a limit of 20 million escudos for losses exceeding the amounts provided for in direct subsidies.
The State also stipulates the assumption of social security burdens, in whole or in part, during the state of emergency, including for companies under the REMPE (Special Regime for Micro and Small Enterprises) regime, within the scope of the Unified Special Taxation (TEU).
If the damage has caused an interruption or significant decline in economic activity, the State assumes, in whole or in part, the obligation to pay the affected companies’ contributions to the workers’ pension system for the duration of the state of emergency, in accordance with the results of the joint verification and assessment carried out by the Ministry of Finance.
A survey conducted by local authorities, in conjunction with central State services, revealed that the damage includes the destruction of facilities, loss of equipment and raw materials, and the interruption of economic activity.
The Government is also maintaining previously announced tax measures, such as the extension of tax deadlines and the suspension of installment payments in 2025.
Other benefits include priority in ICMS (Tax on Circulation of Goods and Services) reimbursements, priority payments to government suppliers, streamlining inventory reduction processes, and the suspension of coercive collections.
These measures, defined in Resolutions No. 84/2025 and No. 85/2025, benefit both formally established companies and operators in the informal sector of the economy.
