Africa-Press – Cape verde. The Government intends to increase the effectiveness of recording traffic violations, their corresponding fines and sanctions. In this sense, the Executive approved a new model for individual driver registration, which introduces a points system associated with traffic violations.
The information was released today by the Minister of Internal Administration, Paulo Rocha, during the Council of Ministers press conference, in Praia.
“Considering the increase in the number of motor vehicles in the country and the growing complexity of urban and interurban traffic, the importance of strengthening the effectiveness of the recording of traffic violations and their corresponding fines and the effective application of additional sanctions such as driving bans or prohibitions; ensuring potential offenders predictability and visibility of the sanctions that may arise due to traffic misconduct; and recognizing the importance of strengthening prevention and road awareness mechanisms, the Government approves a new model for individual registration of drivers and non-drivers, establishing a points system applicable to traffic violations that constitute serious and very serious misdemeanors, depending on the circumstances and severity,” it said.
With the implementation of the points system, the accumulation of two or three serious or very serious infractions may lead to the loss of points, which, ultimately, may result in the withdrawal of the driver’s license.
“The points-based license system is linked to infractions. All drivers have a license and will continue to have it; there are no changes in this regard. Now, for each serious or very serious infraction, a traffic ticket will be issued, which is normal. After two or three serious or very serious infractions, people begin to face a series of consequences. This legislation establishes the registration model. The points system creates predictability and visibility for drivers, so they realize that at any given moment they may temporarily stop driving or lose their license,” he explained.
The diploma establishing the new individual driver registration system was approved at the Council of Ministers meeting held on Monday, July 14, and will come into force 45 days after its enactment.
Paulo Rocha guarantees that the conditions for its implementation will be created by then.
