Government Proposes National Representation Rotation at ILO

Africa-Press – Cape verde. During the Social Concertation Council meeting, the Government proposed creating rules to ensure the rotation of social partners at the annual conferences of the International Labour Organization (ILO). This would ensure more balanced and transparent participation of trade unions and employers’ organizations and avoid conflicts and conflicts surrounding the composition of the Cape Verdean delegation. The National Union of Workers of Cape Verde – Trade Union Center (UNTC-CS) opposed the proposal, arguing that this role should fall, as per practice and the principles of representation, to the center with the largest number of members.

Statements made to the press after the meeting held in the conference room of the Ministry of Finance. The proposal was approved with only one vote against.

“It was necessary to bring this proposal so that we could reach a consensus, assess the standards and rules for participation, and avoid constant debate on this matter,” stated the head of government, Ulisses Correia e Silva.

In addition to the composition of the Cape Verdean delegation, the Government also proposes clarifying the processing of expenses and accommodations for national representatives.

Ulisses Correia e Silva believes that these changes introduce greater transparency and organization into the way the country represents itself internationally in the labor field.

For Joaquina Almeida, this role should fall, as is clear from practice and the principles of representation, to the trade union with the largest number of members.

“From now on, both trade unions will participate, but we have said: the delegate to the conference is the union with the largest representation, that is, the UNTC-CS,” she emphasized.

If the counterproposal is not respected, the union threatens to file a complaint with the ILO Mandate Verification Commission.

It should be noted that in June 2024, the president of the CCSL, José Manuel Vaz, defended the principle of rotation of trade unions at International Labor Organization (ILO) conferences.
