Africa-Press – Cape verde. The Attorney General of the Republic has ordered the implementation of the Justice Information System (SIJ) for the Public Prosecutor’s Office services of the Districts of Praia and São Vicente. The implementation of the system, which became mandatory as of January 1, is 16 days late.
According to the Official Gazette of this Wednesday, the 22nd, in the Districts of Praia and São Vicente, the registration of criminal cases in the old computer system will cease immediately.
The order also determines that from midnight on January 17, complaints or reports without prior registration must be processed in the new SIJ, regardless of the date of occurrence.
Urgent cases or cases with defendants in pre-trial detention, registered after that date, will also be processed in the new system.
Cases registered before the transition date will continue to be processed in the previous format, on paper, while cases already registered in the old system will remain in process in physical format.
Electronic processing will be mandatory for all cases registered in the new SIJ, except in duly justified cases reported to the Attorney General.
The order also stresses that the technical, material and training conditions are ensured, with magistrates and court officials qualified with digital certificates and access to the equipment necessary for electronic processing.
Also within the scope of the technological transition, executive orders no. 50/2024 and no. 51/2024 were published on 27 December 2024, determining the entry into operation of the SIJ in the National Police services, from 30 January 2025.
The Attorney General stresses the mandatory compliance with the new guidelines to ensure the full functioning of the system.
It should be noted that in March of this year, the President of the Republic enacted the law that creates the Justice Information System (SIJ), after having requested oversight by the Constitutional Court, which did not place any obstacles to its entry into force.
The platform was developed by NOSi in partnership with the Ministry of Justice. Joana Rosa explained that it includes modules for the first instance, the Court of Appeal and, soon, the Supreme Court of Justice. At the same time, legislative infrastructures were worked on and training for judicial operators was carried out.
