Africa-Press – Cape verde. The Minister of Justice highlighted today that public investment in the justice system has “increased consistently” and indicated that between 2021 and 2025 the sector benefited from a cumulative growth of over 40% in the budget.
Joana Rosa, speaking during the parliamentary debate on the state of the justice system, said that this financial reinforcement has translated not only into new hires, but also into salary improvements and the strengthening of technical and logistical resources available in the courts and other judicial institutions.
The minister stated that in the last two years alone, 14 new prosecutors, 12 assistant judges and seven full judges have been recruited, in addition to 48 court officers in the Public Prosecutor’s Office and 52 in the judicial magistracy, with a competition underway to recruit another 25 court officers for the courts.
She emphasized that these investments confirm the Government’s commitment to valuing human capital and ensuring dignified conditions for the exercise of judicial functions.
The Minister mentioned the gains recorded in recent years in this sector, such as the digitization of judicial processes through the Justice Information System (SIJ), the strengthening of the Institute of Legal Medicine and Forensic Sciences, and the construction and rehabilitation of judicial infrastructure on various islands.
She also highlighted the creation of the Crime Fighting Coordination Office, the creation of the National Mediation and Arbitration Center, already installed and equipped, and the approval of legal reforms aimed at reducing procedural delays and strengthening the independence and accountability of the judiciary, as well as gains in the digital modernization of the sector.
The Minister of Justice stated that the greatest challenge at the moment is to consolidate the gains and deepen and digitize all paper-based processes in the courts and strengthen citizens’ trust in the institutions.
She also referred to “other major challenges” in the judicial sector, such as delays and pending cases, but that the Government “is and will continue to work” to overcome these challenges.
“We are confident in the measures implemented and announced. In the coming times, we will create special teams to reduce pending cases in the districts of Praia, Fogo and Sal islands,” she added, anticipating that the Justice sector will continue to evolve and fulfill its mission of ensuring citizens’ rights and defending the rule of law.
Joana Rosa reiterated that the Government will continue to cooperate closely with the Superior Councils, providing technical support to the management and efficiency of the justice system, reaffirming its commitment to “an independent, effective and accessible justice system, at the service of the development of the dignity of all Cape Verdeans”.
