In reaction to the US State Department report, which, among other things, points out problems in Cape Verde’s jails, such as overcrowding and health issues, in addition to crimes committed by law enforcement officers, the Minister of Justice, Joana Rosa, said that the problem will be solved with the physical improvements underway in the main prisons in the country and the application of alternative sentences.
“We have been making a plan and defending that the courts should, as far as possible, resort to alternative sentences, instead of preventive detention, by legal imposition”, defended the minister, in statements to RCV.
In addition to this measure, the official guaranteed that the update of the Social Reintegration Plan provides for the training of prison officers, more culture, more sports and measures related to health, in particular in the São Martinho Prison, in the city of Praia.
Joana Rosa does not rule out that there are abuses on the part of prison officers, such as acts of aggression practiced, also, by inmates and warns that these abuses will not be tolerated.
For now, he says he prefers to invest in the computerization of prison services, psychological monitoring and training of agents, measures whose results he hopes will be reflected in the next report on human rights.
In the last ten years, he also underlined, the country has registered “substantial” advances in the conditions of habitability in prisons, although challenges still persist, which, according to him, will be overcome in a programmed way.
