Africa-Press – Cape verde. The Ministry of Culture and Creative Industries made the unlocking of the transfer of the amount related to the Equitable Compensation Fee by private copying to the Cape Verdean Music Society (SCM) and the Cape Verdean Authors Society (SOCA).

In a statement, the Government said that the transfer refers to the first quarter of 2024, in the amount of 5,926,542 escudos to each of the companies, totaling an overall total of 11,853,084 escudos.

The Equitable Compensation Fee for private copy, he said, was based on the consignment of revenues on imports of machinery and appliances for the contribution to the crop.

As progressed, the collection of revenues is made through the Directorate-General of Customs and transferred quarterly by the collecting entity, to the Autonomous Fund for Support to Culture and Creative Industries (FAACIC), by depositing into account in the Treasury.

In 2017, the Ministry of Culture and Creative Industries and the two companies signed the protocol for the distribution and delivery of the Equitable Compensation Fee by private copy.

In this protocol, he pointed out, the two companies committed to receive the relative amount and distribute among the associates and co-workers, having in September 2017, for the first time received an amount related to copyright and related rights configured by law.

Since then, he explained, that the Government has been transferring to the two companies, periodically and without interruption, the due values.

From September 2017 to the last quarter of 2023, he indicated, SCM and SOCA received an overall amount of 184,105,970 escudos.

The Government assured that the unblocking of the money was made based on “good faith” and the trust that the two companies managing copyright and related rights will conform to the accountability, complying with the clauses contained in the signed protocol.

“To mention that the Ministry of Culture and Creative Industries ordered the suspension of the transfer of the amount of reference of 2024 to the Law mentioned above in the context of an audit of the General Inspectorate of Finance (IGT) where irregularities were found in the distribution of funds,” the statement said, calling for compliance with the law.
