Ministry of Finance Implements Gender Equality Seal

Africa-Press – Cape verde. The implementation of the Gender Equality Seal marks a significant step towards the institutionalization of equality between men and women in Cape Verdean public administration. The position was expressed by the Secretary of State for Finance, Alcindo Mota, who highlighted the importance of the initiative.

Alcindo Mota spoke this Monday in Praia at the opening of a training workshop dedicated to implementing the Gender Equality Seal.

“For the first time, we are taking concrete steps toward institutionalizing gender equality within the organic and functional structure of the Ministry of Finance, based on technical criteria, international standards, and a firm and unequivocal political commitment. Gender equality can no longer be seen as an isolated goal or a peripheral issue. It is a fundamental pillar for sustainable development, good governance, the effective use of public resources, and the fulfillment of the international objectives and commitments that the State of Cape Verde has undertaken, particularly within the framework of the Sustainable Development Goals,” he said.

The implementation of the Seal aims to ensure that public policies respond in a balanced way to the needs of men and women, promoting a more fair and equitable organizational culture.

“We intend, on the one hand, to transform the way we plan, budget, and evaluate public policies, ensuring that the specific needs of women and men are fully considered. On the other hand, the goal is to create institutional conditions for a more inclusive, fairer, and more representative organizational culture and, most importantly, to position the Ministry of Finance as a model of institutional leadership regarding the integration of the gender perspective in public administration,” the governor emphasized.

Marisa Carvalho, president of the Cape Verdean Institute for Gender Equality and Equity, believes the initiative will help shape mindsets and behaviors, but emphasizes the importance of maintaining continuous vigilance during its implementation.

“More than creating mechanisms and practices that promote gender equality, this initiative will primarily help shape mindsets and behaviors, perpetuating their effects far beyond the workplace, transmitting these good practices to all areas of the individual’s life. (…) Let us remember that not even acquired rights are safe, and that we must be constantly alert in the defense and guarantee of all human rights,” he warned.

The Gender Equality Seal is a UNDP initiative, co-financed by the European Union, with the support of Pro PALOP-TL. The training session, designed to prepare the process of implementing the Seal in public institutions, will take place over three days.
