Both the PAICV and the MpD are willing to vote in favor of an amending budget, taking into account the weight of the international situation on the world and Cape Verdean economy. The parties are therefore asking for the Government to act quickly, so that new measures are presented even before the fuel price update, scheduled for the beginning of April.
In statements to RCV, the PAICV associates the current rise in prices with the increase in taxes in the State Budget, and argues that the Government has to go astray, through the amending budget.
“VAT has increased in tourism, it is necessary to reduce, as well as the removal of taxes on import duties, the removal of taxes on special consumption rights, but also subsidies. It is necessary to subsidize cereals again”, said deputy Carla Carvalho, for whom one can still speak of the increase in income and reduction of the tax burden.
Expenses
The MpD, on the other hand, attributes the price increase to the international situation, which, according to the party, leaves the Government with no room for manoeuvre.
Deputy Luís Carlos Silva declared the bench’s support for a possible amending budget, and points to the reallocation of resources and changes in taxes as possible measures.
“Taxes, the road maintenance fee, and the Government may decide through subsidies, which are always problematic solutions. Eventually, some expenses that were foreseen as essential, may not be essential today”, indicated the parliamentarian, pointing out as an example some expenses foreseen in the context of the covid-19 pandemic.
“Not to say that we should take the focus off Covid, but eventually there may be some scope for reallocation,” he explained.
There is no time to lose
Anticipating a further increase in prices within two weeks, and to safeguard family income, the parties argue that there is no more time to lose. “The poorest families cannot wait any longer”, warned Carla Carvalho, to the same extent that Luis Carlos Silva says that “there is a very urgent timing for new measures to be presented and implemented”, because, as he said, the first change in fuel prices since the beginning of the war in Ukraine.
